Study On The Performance Of Poverty Alleviation Project Of Traditional Chinese Medicine Industry In Gansu Province

Poverty has always been a major concern of all sectors in the process of our national economic development,and poverty alleviation is the first prerequisite to solve the problem.With the acceleration of the poverty alleviation project of the Chinese medicinal materials industry in Gansu Province,the poverty-stricken counties will be supported to build authentic and standardized production demonstration bases for large-scale medicinal materials,and new business entities that play a leading role will be cultivated,which will not only bring into play the local advantageous industries,through the innovative sales path for "hematopoietic" poverty alleviation,but also for the local file of poor households to bring sustainable and stable economic income.So,what is the performance of the poverty alleviation project of Chinese medicinal materials industry in Gansu Province? What problems exist in the performance of the poverty alleviation project of Chinese medicinal materials industry in Gansu Province? This needs us to establish the relevant evaluation mechanism to evaluate its performance.In order to answer these questions,this research takes the poverty alleviation project of Chinese medicinal materials industry in Weiyuan County,Gansu,Gansu Province as the research object,and uses the research method of Literature Research and investigation,by using the method of Literature Research,this paper examines the relevant literature and policy documents of poverty alleviation projects in Chinese medicinal materials industry,and lays the text and theoretical foundation for the following research,all the secondary indicators are combined with the weight values to be quantified into two questionnaires,one of which is aimed at the main implementers of poverty alleviation projects in the Chinese herbal medicine industry in Weiyuan County,Gansu,the other questionnaire was used to assess the performance of the poverty alleviation projects in the Chinese herbal medicine industry in Weiyuan County,Gansu.On the one hand,the PV-GPG model was used,the index system is composed of value construction,organization management and Coordination Leadership System.On the other hand,the index weight is determined by means of fuzzy analytic hierarchy process and Delphi method.According to the research results,the poverty alleviation project of traditional Chinese medicine industry in Gansu province was unanimously praised by the project implementers and the registered poor households participating in the project.However,the followingproblems still exist in the performance: In the link of value construction,there are problems such as narrow scope of project implementation and imperfect reward and punishment mechanism;In the organization and management,there are problems such as the lack of effective supervision and management mechanism for the project implementers,the lack of perfect laws and regulations,the lack of technical training,and the delay in the disclosure of project department information;In the coordination and leadership system,there are problems such as the obstacles to the realization of the self-value of the project implementation subject and the lack of the project department's ability to flexibly avoid risks.In view of the above problems,the following suggestions are put forward: broaden the project implementation area and improve the reward and punishment mechanism;Improve the project supervision mechanism,the laws and regulations;Optimize project network system and implement technical training;Actively adopt effective advice to avoid planting risks.
