China's coal resources and water resources are distributed in reverse space.The water resources in the coal resource enrichment area become the bottleneck of coal development and utilization.At the same time,the scale of water-intensive coal production threatens the sustainable development of regional water resources.To avoid the "Tragedy of the commons",the central government,the river basin,and the regions issued a series of regulations for forming the system framework to encourage coalbased enterprises to adopt behaviors considering environmental development.To combing and analyzing of multiple water resources regulations,this paper collects the water resources policies published from 1999 to 2018,and investigates the evolving process of the regulation subjects by text mining: based on Term Frequency-Inverse Document Frequency(TF-IDF)and Vector Space Model(VSM),the evolving process of water resources regulation in China is classified into five stages.Latent Dirichlet allocation(LDA)is used to extract water resource regulation themes in five stages respectively,and visualization method is used to demonstrate the characteristics and evolution trend of China's water resource management policies in the past 20 years.In order to translate it into an intuitive and well-structured model to further explain the ranking relationship among regulatory elements,afterward,by combining DEMATEL and ISM,the influencing degree,influenced degree,centrality and causality of various regulation factors are calculated,and a multi-level hierarchical model is established for reflecting the hierarchical relationship and the influencing mechanism of various rules in the water resources system.Based on the results,a regulatory framework for coalbased enterprises under water resource constraints is established.Systematically analyzing the response behavior of coal-based enterprises to regulation is the basis of optimizing regulation design.Through the constructed framework of water resources regulation,considering the endogenous heterogeneity of coal-based enterprises,and the replication dynamics equation is used to formalize the behavioral strategy evolution of different types of these enterprises,from the perspectives of asymmetric evolutionary game,to explore Evolutionarily Stable Strategy(ESS)of response behavior of heterogeneous coal-based enterprises under different regulatory situations,meanwhile,numerical experiments and simulations are used to further analyze the driving force of regulation on the behavior of the enterprises.By means of simulation,it can be seen that whether the administrative supervision,represented by punishment,leads the coal-based enterprises to adopt water-saving and sewage treatment behaviors;The market guiding method,represented by water rights transaction,can affect the convergence rate of response behavior of coal-based enterprises,but it has limited influence on the behavior trend of enterprises.In addition that when designing the punishment mechanism,the impact of heterogeneity on the response behavior of coal-based enterprises should be deeply considered.The weak coal players are more sensitive to punishment and water cost,and are the followers of "non-cooperation" behavior,and the pioneers of "cooperation" behavior.The strong coal players are more tolerant of punishment.The different penalties lead to the change of the benefit of heterogeneous coal-producing groups,which drives the behavior differentiation of the two groups.Therefore,to keep the market alive,regulators need to design differentiated punishment to improve the market environment of weak manufacturers.Based on the existing research,this paper uses text mining technology to complete the sorting and framework analysis of water resources management regulations in the past two decades.At the same time,heterogeneity was innovatively introduced into the response behavior analysis of coal-related production enterprises.Based on the asymmetric evolutionary game model and numerical simulation,the characteristics and trends of regulatory response behavior of heterogeneous coal-related production enterprises were analyzed.The simulation system of corporate revenue behavior can be extended and applied to the analysis of corporate environmental behavior trend under the restriction of regulation,assist the government to design regulations or other subjects to make behavioral decisions,and provide theoretical basis and design ideas for the optimization of water resources regulation so as to ease the contradiction between water resources and coal-related production in coal-rich regions.
