Water Policy Evaluation Based On The Multi-Source Data-Driven Text Mining:A Case Study Of The Strictest Water Resource Management Policy In China

Water is the source of life,the essence of production,and the basis of ecology.Scientific and effective water resources policies play an important role in human survival,economic development and social progress.Water resources management policy is an important intervention means to deal with the severe water resources situation in China,solve the complex water resources management problems in China,and promote the modernization of water governance.Sorting and evaluating the existing policies will not only help to improve and improve the formulation and implementation of water resources management policy,but also help to modernize the water governance system and capacity.The strictest water resource management system is an important water resource management system proposed by the Ministry of Water Resources in 2009 and officially issued in No.1 central document in 2011.It is an important management measure to deal with the problems of human water conflict,water resource pollution and lagging management in China.Therefore,based on multiple data and multiple methods,this study aims to assess the effectiveness of China’s most stringent water resources management policies,and mainly solves the following three problems: first,clarify the proportion of China’s most stringent water resources management system in the selection and use of policy tools,and further analyze whether there are problems such as overflow,lack and incongruity in combination;The second is to analyze the preferences of different subjects in the process of policy implementation from the three dimensions of government,media and the public,and to test the policy effect to provide a more comprehensive measurement method;Thirdly,based on the weak links and rising space of the strictest water resources management system in China,we can draw policy recommendations to effectively improve the effectiveness of water governance in order to promote high-quality and sustainable development of water resources.This paper follows the logical thinking of "problem identification-theoretical analysis-empirical verification",and combines theoretical and empirical,qualitative and quantitative analysis methods.Taking the most stringent water resources management policy as a typical case,based on the policy text,public opinion reports,Baidu index and other multi-source data,the paper analyzes and evaluates China’s water resources management policy by using multiple methods such as text mining,content analysis,PMC index,semantic network analysis,and event analysis methods.Firstly,on the basis of combing relevant documents such as policy tools,policy evaluation and water resources management policy evaluation,the core concepts and supporting theories of this paper are analyzed;Secondly,the overall water resources management policy is evaluated quantitatively by constructing the PMC model of water resources management policy.On this basis,the most stringent water resources management system is focused,the content of the most stringent water resources management system is analyzed in depth by using content analysis method and text mining method,and the policy effect is evaluated by using interval event analysis method.Through research,it is found that:(1)The application of basic policy tools is structurally imbalanced,with the application of structurally mandatory policy tools as the main one,supplemented by the application of economy-induced and interactional policy tools,and the use of relevant policy tools is relatively lacking.The sustainable development of water resources needs to be further strengthened.The use of policy tools is dominated by government management,and the investment of water resources ecological protection policy is lacking.(2)In terms of water resources assessment,water use control and management,water resources protection and other aspects,the policy text and public opinion report are given high attention,but the policy text focuses on the macro level and pays more attention to national development and long-term planning.Public opinion report belongs to the micro level and is more specific,the scope of public opinion report is more narrow,and there is a certain degree of media reporting bias.The public attention of the strictest water resources management system is increasing year by year,the attention group is younger,and the spatial difference is significant.(3)The interval event method is used to evaluate the strictest water resource management system.Since the implementation of the strictest water resource management system in 2011,the government and relevant departments have successively adopted the strictest water resource management responsibility and assessment system to manage water resources;And the implementation of this policy has a continuous impact on the post-event stage,which is conducive to the improvement of water efficiency.In short,from a multiple perspective,this paper conducts quantitative analysis of the most stringent water resources management policy texts at the national and provincial levels at different levels,aiming at optimizing the internal structure of the policy,giving full play to the effectiveness of the policy,improving the accuracy of the policy target,and focusing on strengthening the synergy between policy optimization and the construction of a water-saving society,so as to provide a strong guarantee for the development,management and protection of water resources,It provides feasible ideas and direction guidance for future water governance and sustainable development of water resources.
