Since 2017,under the pressure of economic downturn,real enterprises have encountered difficulties in operation,especially in the northeast three provinces.Some old state-owned enterprises have found it difficult to repay their debts.The shrinking of profits,the change of national policy support orientation and the competitive emerging Internet financial institutions make the banking industry begin the double loss of forced layoffs and employees’ voluntary dismission.This kind of loss greatly increases the human resource cost of the enterprise,and seriously affects the normal production and operation of the enterprise,causing incalculable losses to the enterprise.This paper analyzes brain drain based on the theoretical model and the theory of crisis management and early warning,through in-depth investigation and research of X bank Dalian branch core brain drain the background and reason,data,and the turnover intention of employees,establishing X bank Dalian branch talent crisis early warning management system.According to the data and research conclusions,the system operation guarantee measures and corresponding management countermeasures are proposed.In objective discusses the X bank Dalian branch of human information management present situation and the industry environment,this paper expert interview and questionnaire to collect survey data and crisis management early warning index evaluation weight through the Delphi method.Besides,this paper analyze employees leaving reason from the environment factors,organizational factors and personal factors,using the analytic hierarchy process(AHP)of objective to build the X bank Dalian branch brain drain crisis pre-warning mechanism.Based on the comprehensive application of the index weight obtained from expert review and fuzzy comprehensive evaluation method,the pre-warning indicator table of brain drain in X branch was put forward,and the relevant evaluation indicators and index status anchoring scale were determined,transforming qualitative turnover problems into observable data models.According to the model test results,this paper continues to discuss the operation guarantee of the pre-warning mechanism from the aspects of leadership support,process,parameter accuracy and system guarantee,and puts forward the management countermeasures corresponding to the prewarning mechanism.This paper based on recent years X bank Dalian branch increasingly serious brain drain crisis,discusses the theory and practice of brain drain direction,through the establishment of the brain drain crisis pre-warning system and the management system of the enterprise to cooperate to prevent and reduce the potential cost of core brain drain,the guarantee enterprise’s normal operation,with the case of the same type enterprise so that the industry have a positive guiding significance.Moreover,it is of great practical significance to discuss the solution of human capital loss from the perspective of crisis pre-warning,propose the research direction of quantifying potential cost,and conduct data test with X branch as the practical background.
