A Study On Crisis Management Of "Brain-drain" In Tianqing Company

"Brain-drain" is a tough problem that most private enterprises are facing in our country, especially in the middle and western region. It has seriously hindered the development of these enterprises and regional economy. Traditional resolutions, most of which were based on single management function or put great emphasis on afterward control, became inefficient when solving the problem. This paper is intended to construct a crisis management system based on human resources management functions for "brain-drain", with the situation of Gansu Tianqing Real-estate Corp. Ltd. was analyzed. The conclusion will be referable for other private or state-owned enterprises that were facing the same problem.This paper consists of four parts, the first part is an introduction of study background and application value, a review of relative studies was also conducted in this part. After that, the deteriorating situation of Tianqing Company was analyzed;include manifestations of the problem, visible and invisible cost it takes, and the reasons why the situation was shaped. This analysis will provide a basis for the construction of alarming sub-system. Then, the third part made a collection of those reasons and divided them into some aspects, this is essential to the design of the alarming indexes system. At last, the crisis management system based on human resources management functions for "brain-drain" is put forward in the fourth part as the conclusion of this paper. It includes some strategies for each stage of the "brain-drain" crisis such as monitoring, communicating, measuring and utilizing;these strategies will effectively decrease the cost, or even transferred a crisis to an opportunity sometimes.
