The state-owned commercial banks as an important part of the domestic financial system have great effect on the whole economics. The development of the state-owned commercial banks has experienced a great change from state-owned to enterprise. Talent is a very important resource which supports an enterprise. How to manage the elite, meet their demands, reduce the loss of talent, which are urgent problems of state-owned commercial banks. Recently, international finance has changed, competition becomes fiercer and fiercer. The management of brain drain not only helps to improve human resource management level of state-owned banks, but also could enhance the core competitiveness of these enterprises.In the paper, the concept and characteristics of talent has been introduced firstly, lead to what is brain drain. We decide the research contents, ideas and methods by comparative analysis of brain drain model at home and abroad.In the empirical part in this paper, the analysis is based on the data of brain drain from Zhejiang province branch of A bank. Firstly, the Zhejiang branch of A bank’s staff turnover rate as a data source to be compared in vertical and horizontal to decide the study sample. Secondly, we summarize the subjective and objective characteristics of staff turnover from the comparison of eight dimensions, including education, age, position, salary, performance evaluation, nature of employment, leave to, job category and so on. Lastly, the analysis of SWOT about state-owned commercial banks’brain drain has been carried out. We proposed the countermeasures, the suggestions, and the specific implementation about the brain drain of state-owned commercial banks, from establish the human resource planning to improve and perfect brain drain management, occupation planning from new staff to every line management and the backbones, from personnel training plan to employee development channel, from the establishment of performance appraisal system to create a harmonious and relaxed atmosphere of corporate culture, rich the talent management initiative positive coping measures. Meanwhile, a project named "A Plan to Help Young Staff Growth" is proposed. The framework contains "one target","two routes","five systems","ten measures". We draw up the project implementation stage and specific scheme from improve the growth environment, enhance the psychological capital, adjust the psychological state, promote the healthy growth of the staff.Due to data limitations, now most researches about brain drain focus on the theoretical level. The specific reasons of brain drain in actual cases are less in discuss. This paper, combines of data collection, information analysis, links theory with practice, provides more scientific and reasonable analysis, has stronger maneuverability.
