A Study On The Development Strategy Of China's Overseas Economic And Trade Cooperation Zone

As a new model to promote China's foreign direct investment,the overseas economic and trade cooperation zone has become an important platform for the government to help Chinese enterprises to “go global” in a clustered way,which has had a profound impact on China's foreign investment and international trade.After the “One Belt,One Road”initiative was put forward,the Ministry of Commerce positioned the overseas economic and trade cooperation zone as “the strategic key bearing point of the Belt and Road Initiative” and will continue to expand the scale and scope of the zone construction.However,in the current construction of China's overseas economic and trade cooperation zones,the conditions for promoting the formation of industrial clusters are still insufficient.The effect of industrial clusters is not obvious,and the development benefits need to be improved.Therefore,it is of great significance to study the development mechanism of industrial clusters in overseas economic and trade cooperation zones and summarize the corresponding development strategies to improve the competitiveness of the zones.This paper uses comparative analysis and cross-case research to study the development strategies of China's overseas economic and trade cooperation zones.Firstly,this paper expounds the meaning of the overseas economic and trade cooperation zone and the theoretical basis of the industrial cluster,and selects the industrial cluster growth theory as the theoretical support.Secondly,this paper analyzes the development status,existing problems and development effects of China's overseas economic and trade cooperation zones.Thirdly,this paper analyzes the influence factors of the development of overseas economic and trade cooperation zones from three aspects: environmental resources,market and enterprises,so as to clarify the development mechanism of industrial clusters in overseas economic and trade cooperation zones.Then,this paper selects the zones of two different cluster structures,Taiyong Luoyong Industrial Park and Zanzhong Economic and Trade Cooperation Zone,and analyze their industrial cluster status and industrial cluster development experience in detail as well as compare the difference of their development strategies.Finally,this paper puts forward relevant strategic suggestions from the perspectives of government,the zone and enterprise.The conclusions of this paper are as follows:Firstly,industrial cluster is an effective mechanism for overseas economic and trade cooperation zones to gain competitiveadvantage.Secondly,the development of industrial clusters in the overseas economic and trade cooperation zones requires the collective effect of enterprise,market and environmental resource.Moreover,the development of industrial clusters needs to go through three stages,they are the stage of simple agglomeration of enterprises,the stage of formation of industrial clusters,and the stage of growth of industrial clusters respectively.The innovations of this paper are as follows: Firstly,applying the theory of industrial clusters to the development of overseas economic and trade cooperation zones,and analyzing the strategy of industrial cluster development in overseas economic and trade cooperation zones.Consequently,the perspective of this paper is novel and enriches the theoretical research of overseas economic and trade cooperation zones.Secondly,it points out the differences in the development strategies of the two types of the zones,and provides targeted recommendations for the development strategies of different types of overseas economic and trade cooperation zones.
