Analysis On The Problems And Countermeasures In The Construction Of Agricultural Technology Extension System In Panshan County,Liaoning Province

Agriculture is an important industrial base for China's sustainable economic development and social prosperity and stability.In recent years,with the extensive development of international trade,China's grain production and sales are affected by various factors in the international market.With the increase of grain demand,the effective farmland area in China is decreasing year by year.Therefore,scientifically improve the yield per unit area of grain under the limited land resources has become the most important work to ensure China's food security.The agricultural technology extension system is an indispensable system for agricultural protection and support system in China,and has made great contribution to the modernization of agricultural production,rural economic development and rural industrial structure adjustment.Therefore,the grassroots agro-technical extension institutions should take the initiative to grasp the reform situation and development trend of current agro-technical extension system in the conditions of market economy,and take advantage of resources,technology and talent to improve self-construction.In this study,the agro-technology-related concepts were definitude and relevant theories were studied,and the development process,main results and development status of the agro-technical extension system in Panshan county were analyzed by using literature research,questionnaire survey,comparative research and statistical analysis.The problems of agro-technical extension system in Panshan county,such as weak administrative function of extension institutions,insufficient investment of extension funds,imperfect operation system,incomplete supporting policies and facilities,outdated knowledge of extension personnel,uneven quality,poor communication of extension process and backward extension means were analyzed.Some countermeasures and suggestions on the construction of agricultural technology extension system in Panshan county were forward by reference the successful experience of agricultural technology popularization of domestic and abroad.It is believed that the construction of basic agricultural extension system in Panshan county should be promoted from the following aspects:(1)The government departments should pay more attention to the agricultural technology extension works,and master the work at the macro level.(2)The institutional setting of the agro-technical extension system should be adjusted to fulfill the post responsibilities of each person.(3)The daily management system of the agricultural technology extension system should be improved,and establish a strict system of recruitment,assessment,reward and punishment to improve the enthusiasm of staff and improve work efficiency.(4)The professional knowledge of agricultural technical extension staff should be strengthens and improves the personal quality.(5)The input funds for agro-technical extension should be increased to ensure the welfare and benefits of the staffs.(6)The needs of farmers should be appreciated to improve their enthusiasm for agricultural technology extension activities.
