Research On Agricultural Science And Technology Extension Model Of "Science And Technology Academy"

The current development of agricultural science and technology is facing a series of problems such as low conversion rate of scientific and technological achievements,and the inability to effectively apply new technologies to real production.There is an urgent need for the participation of multiple entities,and innovation and development of promotion models are needed.Based on the theory of diversified collaborative governance,the China Agricultural Technology Association has created a new agricultural technology promotion model led by universities,which integrates government,universities,enterprises,experts,and farmers-the "Science and Technology Academy".This model is characterized by experts and graduate students residing on the front line of agricultural production,integrating scientific and technological innovation,social services,and talent cultivation.It has become the most dynamic promotion model currently,attracting attention and positive evaluation from all sectors of society.However,with the continuous deepening of the operation of this model,problems such as incomplete service systems and uneven construction levels have also been exposed.How to further improve the operational efficiency of the technology small courtyard model has become an urgent problem to be solved.This article is guided by the theories of diversified collaborative governance,agricultural technology diffusion,and two-way communication.Through in-depth investigation,a comprehensive analysis is conducted on the agricultural technology promotion model of the "Science and Technology Academy".Firstly,based on the original intention and actual operation of the establishment of the "Science and Technology Academy",the organizational structure,operating mechanism,achievements,and main problems of this model were sorted out;Secondly,by comparing with other agricultural technology promotion models,the development characteristics of the technology small courtyard model were analyzed;Thirdly,taking Jilin Agricultural University as a typical case,this paper summarizes the experience and challenges faced by the operation of the science and technology small courtyard model;Finally,countermeasures and suggestions were proposed to promote the development of the technology small courtyard model.The technology small courtyard model is guided by the actual needs of farmers,solving practical problems in production and life,continuously achieving the popularization and promotion of agricultural technology,and improving the conversion rate of agricultural scientific and technological achievements.As a collaborative and co governance agricultural technology promotion model with multiple entities,the operation guarantee mechanism of science and technology academies is guided and constrained by both formal and informal systems,while the diversified promotion entities provide material guarantee.By comparing with other models,it was found that the technology small courtyard model has the characteristics of multiple promotion subjects working together,zero distance communication between promotion subjects and objects,and continuous innovation in promotion content.During the operation process,the technology small courtyard model has problems such as insufficient funding guarantee,unfavorable living facilities and working conditions,chaotic management and organizational structure,and low acceptance rate of agricultural scientific and technological achievements.Based on this,countermeasures and suggestions are proposed:(1)The government,universities,and supporting units should fully play their roles,form a joint force for construction,and jointly promote the development of science and technology academies;(2)Strengthen management system constraints,establish and improve incentive and guarantee mechanisms,and stabilize the agricultural technology promotion team;(3)Close contact with farmers to promote innovative development,organize popular science training,and improve their scientific and cultural literacy;(4)Summarize development experience and achieve model sharing.
