Nowadays,since the fierce competition in China's telecom industry,China Telecom,China Mobile and China Unicom three operators are competing against each other in fixed line,broadband and all kinds of telecom value-added business.Especially in the broadband market,in order to keep the competitiveness and increase market share,the Shanghai Branch of China Telecom gradually began to develop optical broadband network business,implement FTTH strategy and provide high bandwidth access for corporate customers and business customers from the end of 2009.From 2000 to date,the ADSL broadband business has been more than ten years and its growth is weak now.The number of subscribers gradually reduces and has entered the business maintenance period.With the development of the fiber to the user,broadband users are increasingly turning to the high bandwidth of FTTH broadband.High quality of ADSL subscribers in reducing and total number of ADSL users also in reducing,users complaint rate caused by this result increases rapidly,and customer satisfaction declines significantly.It is imperative to renovate the ADSL broadband service.However,according to the experience of the previous telecom service quality improvement project,combined with the current situation of broadband Internet service,the improvement project in time management has a lot of deficiencies.This paper has analyzed all aspects in project time management of many past renovation projects.It is found that projects often have the goal,but no clear schedules.Because the team members are affiliated to the independent departments,such personnel organizational structure often drags down the project schedule.The project manager is hard to control the team,and the team members' responsibilities are not clear.In addition,the implementation of the progress schedule is lack of effective deviation adjustment system,the progress is difficult to control,and ultimately the progress of management is also very difficult to measure.Based on the experience of the previous renovation project,the project time management theory and methods are used in F bureau's ADSL broadband renovation service.In the development of the renovation project schedule,task decomposition,responsibility assignment matrix,Gantt chart method was used.In the control of the renovation project schedule,the schedule control system is established,the implementation details of schedule control system was created,then deviations were found and effectively adjusted.Finally user complaint rate of less than 10% has been reached,and the achievement of project time management becomes the regulations.
