With the continuous improvement of rural economic society and informatization level in China,the development of broadband construction in rural and remote areas has reached a new level.In order to fully implement the national "broadband China" strategy and speed up the construction of broadband infrastructure,Liangshan Mobile responded to the call of provincial companies and launched a pilot project of broadband universal service,and implemented broadband access service for the administrative villages included in the pilot project,thus effectively promoting the construction of communication infrastructure in rural areas of Sichuan Province.As a typical telecommunication project,the pilot project of broadband universal service needs not only standardized construction technology but also scientific management means to complete all construction tasks and complete acceptance and acceptance.In order to further strengthen and enhance the management benefits of the pilot project of broadband universal service,this paper puts forward the research and Analysis on the progress and quality management of the pilot project of broadband universal service with the help of project management thinking and methods.This paper takes the pilot project of X-broadband universal service of Liangshan Mobile Company as the research object,and combines the specific case of "Xichang Baima Township and Yinchang Rural Broadband Network Construction Pilot Section",applies scientific project progress and quality management methods and steps to the project management of the whole project construction.This paper also focuses on these two modules.Firstly,based on the research of project schedule management and quality management theory,the basic situation of the pilot project of broadband universal service is analyzed.Then,with the help of WBS,network planning technology,bar chart and other methods and tools,the progress of specific X-band universal service pilot project is scientifically planned,and the requirements of project progress control and guarantee are emphasized,and then the scientific management of project progress is realized.At the same time,in order to highlight that quality management is the key and core of the construction management of communication engineering projects,the paper also makes a systematic study from the aspects of quality planning,control,guarantee and improvement,and explores a set of quality management methods and key points suitable for X broadband universal service pilot projects by means of questionnaires,control charts and other tools of project quality management.To ensure that project quality management is controlled,and then to promote the smooth progress of the entire project construction.Generally speaking,the research on progress and quality management of X broadband universal service pilot project proposed in this paper can enrich the theory of communication engineering construction management of Liangshan Mobile Company to a certain extent,and also provide important reference and guidance for Liangshan Mobile Company to actually carry out more broadband universal service pilot project construction.
