In order to satisfy the requirements of broadband service evolution, the broadband access network develops very fast. Therefore, in the existing network, how to reserve the existing investment and meanwhile increase the Broadband access ability has become the operator's concern that. In recent years, many kinds of broadband access product and project came into the world, but most of them did not exist in the market. All of these phenomena have made expert think much of it. The reasons of these failed projects are different, but most of the failed projects have a common reason that the project manager did not well in the project risk management.Recently, There are several unavoidable main risks that the IT project should encounter, which include of three issues: First of all, As the development and innovation of information technology is very fast, the technology and product survive period become more and more short, even for the project which is related to new technology and business process. Secondly, No careful cost estimating, no clear industry criterion, no existed cost estimating method and science theory, is another important reason. Thirdly, the requirement of customer is changing and expanding, etc. The ADSL broadband access project will also encounter the above risks. My study, which is based on the project risk management, uses the theory testing method to study the ADSL Broadband Access Project. In the study of risk management, I will use the SWOT analysis and brainstorming method to list the risk event, and then provide the method of avoiding risk. In my study, I also set the Guangdong Telecom ADSL Broadband Access Test Node Project as an example to ensure my thesis. And I get the method how to handle the risk of ADSL Broadband access project, which would provide theory gist and practice method for the similar broadband access projects.
