| With the continuous development of China’s economy and the continuous advancement of urbanization,the problem of urban-rural dual structure has become increasingly prominent.The continuous decline of the resident population in rural areas and the increase in the increment of rural housing sites and the rising of their idle rate have continually impacted China’s land resources.Rational use.Contracted land,homestead,and rural collective construction land are an important part of China’s rural land system reform.The transfer of land use rights has always been the most difficult problem in rural land reform.The homestead is the farmer’s body.It is also an important barrier to maintaining social stability.However,with the continuous improvement of farmers’ awareness of property rights and the desire for quality living standards,the transfer of the right to use homesteads has become an urgent problem to be solved.However,due to the current contradiction between the reality of the transfer of homesteads in China and the backwardness of legal policies,the subject failed to give a satisfactory explanation in time and did not make forward-looking suggestions.At present,the transfer of the right to use rural residential land has become an important issue in the realization of the market value of rural land.It is emphasized in both the Central No.1 Document of 2018 and the Central No.1 Document of 2019.Especially on the economic level,the diversity of the transfer of the right to use the homestead is far from the single transfer of the exit mechanism of the homestead.More importantly,regardless of the form of circulation,the exploration of the transfer of the right to use the homestead involves The important influencing factors are the top priority of our work as an economic worker.It is precisely because of the current widespread housing land transfer,the state’s demand for the exploration of the “three powers separation” of the homestead,and the lag of the legal policy.In the background,this paper analyzes the economics of the transfer of the right to use the homesteadThis paper attempts to answer the background and reasons of the transfer of the right to use rural residential land in theory and propose the research purpose.Through the combination of normative and empirical research,the paper studies and evaluates the circulation of rural homesteads’ right to use,analyzes the basic characteristics and current situation of China’s homestead system,the situation of homestead circulation and the problems arising in the process of homestead transfer,combining domestic and foreign The lessons learned,the influencing factors of the use of homestead in the transfer process,combined with theoretical and empirical research,using qualitative,quantitative and other methods for research.Taking Marxist economics as the theoretical cornerstone,through the elaboration of property rights and ownership theory,the research boundary is delineated,and the land rent theory is used to analyze the distribution of interests after the transfer of the right to use the homestead;and the new institutional economics in Western economics is used for reference.The property rights theory assists the microtheories needed in the actual operation of the homestead transfer rights,and discusses the constraints that need to be considered in the practice of the transfer of the right to use the homestead through the transaction cost theory.At the same time,the right to use the homestead is transferred.The most important part of the participating households is the intrusion into the administrative villages with different geographical locations in Meilong Town,Anhui Province.The first-hand related data is obtained through questionnaire survey,and the circulation of the right to use the homestead in the study area is deepened.Cognition,the degree of influence of the influencing factors determined in the theoretical discussion of qualitative research on the transfer of the right to use the homestead,and then propose relevant policy recommendations. |
