The Circulation Of Idle Homestead In D City Under The "Separation Of Three Rights" Problem And Countermeasure Research

With the rapid development of society and economy,the process of urbanization is also accelerating,and a large number of farmers enter the city to work and live in the city for a long time.The loss of rural population leads to the house land and the house on the house land and other resources in idle state for a long time.At present,the imperfection of the rural Homestead administration system of our country and the circulation mechanism of the Homestead land has yet to be established completely,which aggravates the homestead idle problem.How to make full use of the homestead reasonably and give full play to its due value is not only related to the vital interests of farmers,but also related to the overall development of the socialist cause with Chinese characteristics and economic development.Therefore,efficient use of rural idle land,reduce the waste of land resources,to promote rural revitalization,urban and rural development and increase farmers’ income have very important significance.This study takes D City as an example,based on the theory of "separation of three rights" of residential land,resource allocation theory,location theory and farmer’s behavior theory,and adopts the combination of interviews and questionnaires to analyze the circulation of rural idle residential land.Based on the in-depth interviews with village cadres and farmers,the model of rural idle house land circulation is obtained by using the grounded theory analysis method.The survey results show that the overall idle rate of rural residential land in D city is relatively high.According to the causes of idle residential land,it can be divided into three categories: the type of multiple houses in one family,the type of abandoned ancestral houses,and the type of population migration.According to the model of idle homestead circulation problem,it can be concluded that the homestead circulation problem appears in the macro level of policy,the meso level of trading platform,organizational leadership and industrial development,and the micro level of individual farmers.The existence of these problems affect the circulation of homestead,resulting in idle homestead circulation is not smooth.From the perspective of D City rural property rights Exchange,this paper analyzes the innovation of D City rural property rights Exchange in revitalizing idle house land and its role.The "Three Books Mode" innovated by the Rural Property Rights Exchange in D City simplifies the process,standardizes the homestead circulation,reduces the circulation risk and avoids circulation disputes by using the normative documents with legal effect of the three parties.It forms a tangible market of homestead circulation,improves the transparency of homestead information through multi-channel information release,and uses the market to allocate homestead resources.Through the grassroots cadres training,improve the grass-roots staff’s policy level and cognition,play the role of grassroots;Revitalize the idle rural housing land,strengthen the collective economy,increase farmers’ income;Promote the release of a number of policy documents to provide institutional guarantee for the transfer of homestead and promote the effective implementation of policies.The main policy suggestions of this study are as follows: the government should seize the opportunity of pilot reform and improve the policies and measures related to homestead transfer;We will strengthen the implementation of the reform of "separating the three powers" and speed up the process of determining and certifying power.Vigorously develop rural industries,according to local conditions to integrate idle housing land;Strengthen policy publicity,orderly promote the revitalization of housing land;We will give full play to the role of grassroots supervision to protect the interests of relevant parties.At the level of trading platform,the homestead circulation platform should be innovated to promote the orderly circulation of homestead;Set up idle house land database,unified digital management;Integration of functional institutions,multi-party cooperation to build trading system.Farmers should set up the consciousness of property right and make good use of the property right of homestead.Strengthen rational circulation and strive to maximize circulation dividend;With the opportunity of homestead circulation,sustainable development of livelihood can be realized.
