Research On The Problems And Countermeasures Of Rural Homestead Transfer Management In Binhai County

With the rapid growth of China’s economy and the comprehensive promotion of rural revitalization strategy,the economy and society in rural areas of China have also achieved rapid development under the trend of urban industrialization and urbanization.At the same time,with the development of society and the transformation of people’s lifestyles,a large number of migrant farmers no longer consider agricultural production as their main profession,and intend to integrate into urban life and settle down.However,due to the restrictions on the transfer of rural homestead use rights in relevant laws and regulations in China,they are more inclined to choose to retain rural homesteads that are already idle.In such a situation,the construction land needs for urban and rural development cannot be fully met,while there is a large amount of idle homestead in rural areas.Therefore,optimizing the transfer of rural homestead use rights has become an urgent task to accelerate the development of rural areas in China.This article takes the current situation of the transfer management of rural homestead use rights in Binhai County as the research object.Based on studying and sorting out the existing research results on homestead transfer in the academic community,case analysis,on-site observation,literature research,and interviews are used to conduct in-depth investigation and research on the retention status and transfer management of rural homestead in Binhai County.It is found that there is a chaotic management order of homestead land that is mainly "self mainstream transformation" The situation of illegal and irregular land use is prominent,the legitimate rights and interests of all parties are not effectively protected,and the waste of land resources is serious.By comprehensively applying property rights theory,farmer behavior theory,and institutional change theory,this thesis analyzes and explores the underlying underlying reasons.Based on the rich achievements of China’s rural homestead transfer pilot projects,it proposes strategies such as exploring the construction of a rural homestead transfer model based on the "three rights separation" system,standardizing the rural homestead transfer management system in Binhai County,and strengthening the management guarantee of rural homestead transfer in Binhai County,This provides reference for optimizing the management of rural homestead transfer in Binhai County.I hope to discover the common problems in the current management of rural homestead transfer in Binhai County through research on this specific area,and to seek replicable and scalable methods and measures to further solve the long-term contradictions in rural homestead management in China.
