A Case Study On The Reform Of "separation Of Three Rights" Of Homestead In Luxian Country,Sichuan

With the continuous evolution and adjustment of urban,rural social and spatial structure and the deepening of economic system reform,the process of rural urbanization is accelerating in China.The growing number of farmers have settled down in cities,resulting in a large number of idle and wasteful rural land.Moreover,the excessive and inefficient use of the homestead is increasingly prominent,and the phenomenon of exceeding the standard and occupying more than one household is more common.Therefore,it is urgent to establish and improve the homestead system that adapts to the actual development of urban and rural areas.In March2015,Luxian Country became one of the first batch of pilot counties for rural land system reform in China,focuses on exploring how to make use of the existing rural homestead resources,comprehensively promoting the three reform pilot projects,and promoting the maximization of rural land value.In 2018,the Central No.1 document proposed to "explore the ’Separation of Three Rights’ of homestead ownership,qualification rights,and use rights",which is of great and far-reaching significance for revitalizing rural idle land,activating the collective economy and regulating land management.This thesis combines theory with practice,makes full use of property rights theory,collaborative governance theory and holistic governance theory as guidance,and takes case analysis as means to analyze and elaborate "Separation of Three Rights" of homestead in Luxian Country,Sichuan.First of all,by enumerating many problems existing in the process of homestead management in Luxian Country,the necessity of the reform of "Separation of Three Rights" of homestead is introduced.Secondly,this paper describes the specific content and effect of the reform of "Separation of Three Rights" in Luxian Country,and analyzes the function,guarantee factors and specific experience of the reform from the three dimensions of collective ownership of homestead,the qualification of farmer,and the right to use homestead,and comprehensively discusses the theoretical and practical significance of the reform of "Separation of Three Rights" in Luxian Country.Through the research on the pilot work of the "Separation of Three Rights" reform of homestead in Luxian Country,the paid withdrawal and paid use systems were successfully explored and formulated,which are of forward-looking,scientific and overall significance in promoting the efficient use of local homestead.After a long time of exploration,Luxian Country can meet the demand for construction land for long-term development of Rural Revitalization while ensuring the total amount of arable land tends to be stable.The experience of this type of homestead reform can be popularized and replicated,and will be of value to be popularized in similar areas.It provides a feasible reference for the traditional rural areas to promote the reform of "Separation of Three Rights" of homestead.
