The homestead is an important property for farmers in China.It plays an indispensable role in ensuring the survival and income of farmers,protecting the collective “living and living” of farmers,and protecting the property of farmers and the stability of rural society.However,with the continuous deepening of reform and opening up,China's industrialization and urban integration process has gradually deepened,and the differentiation between urban and rural areas and rural development areas in China has intensified,resulting in rural decline.Deepening the reform of the economic system and developing the countryside as a new economic growth point are the only way to achieve rural revitalization.There is a huge amount of construction land in rural China,but under the appearance of a large number of rural homesteads,there are a large number of idle homesteads and inefficient land.There are about 195 million acres of rural homesteads in China,of which idle and inefficiently used homesteads account for about 40,000 square kilometers,causing great waste.At the same time,for a long time,the management system of homesteads has highlighted the collective public ownership of homesteads,which stipulates that homesteads can only be traded within the collective economy,but in fact cannot be traded,their property functions are basically ignored,and the value of rural homesteads It is hidden and in a state of invisible.With a large number of rural homesteads,the actual property value for farmers is very few.Unable to sell rural housing,unable to provide sufficient funds for farmers to buy a house in the city,the process of urbanization is virtually delayed,which seriously restricts the further development of our economy.The 2018 Central Document No.1 clearly proposes to explore the “threeright separation” of homestead ownership,eligibility and use rights,implement homestead collective ownership,guarantee homestead farmer 's eligibility and farmers 'property rights,and moderately release homesteads and farmers Housing use rights.At the same time,laiyang City was identified by Shandong Province as one of the pilots of the “three powers separation” reform of homesteads,to promote Laiyang City to solve many problems such as low land utilization and slow rural development,and build a beautiful village.The “three separation of powers” of homesteads can gather human resources,capital and other elements in rural areas to realize the development of rural areas.At the same time,theproperty value attributes of homesteads will be improved to improve the living standards of farmers.It can also solve the illegal problem of homestead land and protect the rights and interests of farmers.Laiyang City carried out the "three powers separation" of rural housing sites to improve the utilization rate of rural housing sites,promote urban-rural integration,resolve urban-rural structural barriers,allow rural villages to obtain urban social capital,improve farmers' living standards,stop rural decline and realize rural revitalization.How to establish a perfect homestead "three powers separation" system and the implementation form in line with the actual development situation in this land reform,and promote the rural revitalization,is currently a very necessary and urgent problem to be solved.The main findings are:By analyzing the evolution of the homestead system,the background,and the research on the “ three separation of powers ” ??of homesteads by scholars from various places,combined with the current economic and social development status of laiyang City,on the basis of studying the current development of the “three power separation” of homesteads in Laiyang,Using the combination of theoretical and practical methods,case analysis methods and field research methods,etc.,analyzing and drawing on the realization form of the “three powers separation” of rural house sites in Yujiang County,Dali Yinqiao Town,Yiwu City,etc.Based on the experience of piloting the “three-power separation” of rural homesteads around the country to improve management institutions,complete construction of relevant mechanisms,and core guarantee of eligibility,look for imperfect land markets,unclear laws,irregular compensation standards,and lack Market introduction and other issues.Based on the principle of adapting to local conditions,this paper puts forward the implementation form suitable for the “three separation of powers”??of rural residential land in Laiyang City,and finds out the realization form
