| With the explosive development of information technology,the digital age has arrived.The financial management model keeps pace with the development of the times and fully integrated into information technology.From the initial 1.0 computerized era to the 2.0 ERP era in the internet environment,it has developed into the 3.0 industry—finance integration era which is prevalent in recent years,financial management is extended to the front end of the business to improve the accuracy and timeliness of financial data.The Financial Sharing Service Center(hereinafter referred to as “FSSC”)is a product of the 3.0 era of financial management.Its birth is an important reform in the course of enterprise development and growth.With the expansion of business scale and scope,large enterprise groups are often faced with “bureaucracy”due to a wide range of management levels.Under the traditional financial management mode,the problems such as tedious organizational structure,disconnection between business and finance,data lag and low management efficiency are gradually exposed.How to optimize the organizational structure and process,find the balance between the rapid response mechanism and the perfect process of the enterprise,ensure the quality of enterprise accounting information and the timeliness of data transmission,and improve the efficiency of financial management which are burning issues in the financial management of enterprises.As a new financial management model,FSSC has achieved remarkable results in solving the problem of “big company disease”.In recent years,it has begun to receive attention from large enterprise groups.The concept of financial shared services was first introduced in the late 20 th century,first proposed by Robert Gunn et al.,after decades of development,it have been widely used in manufacturing,service and other fields.According to the 2018 financial sharing research report released by A-share,64.58% of the surveyed enterprises with a scale of 5000 or more have established FSSC and have achieved remarkable results.FSSC is a new semi-autonomous business unit that separates the existing business functions such as expense reimbursement and accounting,which are highly repetitive,bulky and easy to be standardized,from the member units for centralized processing.Relying on integrated information system and standardized business process to standardize operations,realize business processing automation,business and financial integration,information system integration,multi-end application synchronization,to achieve the goal of saving costs,improving operational efficiency,enhancing risk management capabilities and data analysis.Although the financial sharing service model has a history of more than ten years in China,it also gives birth to professional consulting institutions such as ZTE New Cloud and A-Share.However,research on both theory and practice is not yet mature,so it is necessary to increase the analysis of practical cases to enrich academic research.With the continuous popularization of this model,the author believes that the research on the practice cases of FSSC construction is of great significance.As the first FSSC among Chinese dairy company,Mengniu FSSC has won the “2016 SAP Consumer Goods Industry Best Innovation Practice Award”,“CGMA Global Management Accounting China Awards Excellent Shared Service Center”,“IBM Global Best Practice Project”,was selected as“Typical Case of China FSSC”,and“2017 SSON Outstanding Transformation Award”.In the practical construction process,many innovative points worthy of reference have been adopted and rich experience has been accumulated,which has important reference value for the FSSC construction of dairy industry and even fast consumer goods industry.Therefore,this paper takes Mengniu Dairy FSSC as the research object for case analysis.In this paper case study method is adopted to systematically study Mengniu FSSC in terms of construction background,implementation steps,operation situation,achievements and key success factors.Firstly,through the study the of domestic and foreign documents on FSSC,the theoretical basis,feasibility and necessity of FSSC construction in enterprises are analyzed,and the overall framework and operational mechanism of FSSC are elaborated to lay a theoretical foundation.Secondly,the case study method is adopted to study the construction case of mengniu FSSC in combination with the theoretical basis.The promotion process of the whole project is reviewed and detailed,including the construction background,history,organizational structure and functional division,process combing,information system framework,performance evaluation system,etc.It also focuses on the analysis of the results obtained after the construction,including the improvement of financial operation efficiency,data quality,capital management ability improvement and promotion of financial system reform.Based on the innovation in the construction process and the analysis of the achievements,deducing the key factors of the success of Mengniu FSSC can be summarized as follows: The corresponding organizational changes and full investigations were carried out in advance.Adopt the full-service module information system and systematically sorting out the key business processes.Afterwards,the supporting personnel management plan was implemented to stabilize the people.Finally,it is concluded that in the practice of FSSC,the transformation of organizational structure,the elaboration of business processes and the construction of information systems are required to be the key tasks,this includes systematically sorting out the core business processes,designing the information system in combination with the specific situation of the group,formulating a reasonable personnel management plan,and planning the future development path. |
