Study On The Risk Management Of Customs Goods Clearance In Fuzhou Customs

In recent years,with the deepening of economic globalization and integration,the complexity of the international trade situation,the contradiction between the requirements of convenient customs clearance of import and export goods and the strict supervision and management responsibilities,the limited law enforcement resources and the increasing volume of goods become an important issue for customs,the role of risk management is becoming increasingly important.However,at present,there are a series of problems in customs cargo clearance risk management,such as poor functioning mechanisms,risk information source limitations,and lack of risk management means.It is urgent to explore the establishment and perfection of efficient risk management mode of goods clearance.This paper analyzes the bottleneck and deficiency of Cargo clearance risk management in Fuzhou customs,uses the comprehensive risk management theoretical framework,and draws on the experience of other customs and other industries,puts forward countermeasures and suggestions for establishing scientific risk management mechanism and operating mode.Firstly,this paper explains the concept theory of risk and risk management.Secondly,taking Fuzhou customs as the research object,this paper introduces the organization structure and operation mode of cargo clearance risk management,puts forward the main problems of current model,such as low efficiency of risk management,different law enforcement,low management effectiveness,and analyses the causes of the problems.At last,this paper puts forward the basic idea of perfecting the risk management of goods clearance,such as develop a comprehensive risk management concept,improve risk management systems,focus on talent development and communication mechanisms,improve the Management Model of Enterprise Risk Credit Classification,extend the sources of risk information,innovative risk management tools and so on,then evaluates the effect,so as to complete the argument.
