Study On The Risk Management Of Customs Goods Clearance

With the development of our foreign trade, China Customs is facing contradiction between the growing of business and the shortage of personnel. It has been the goal of Customs modernized strategy to make the balance between strict lawsuit enforcement and improving the Customs clearance efficiency. It is necessary to achieve this goal that puts the methodology of risk management into Customs practice. China Customs has studied on the modern Customs system since 1994 and has got the significant results in starting the risk management system. However, on the study and practice of risk management, China Customs is still in the primary stage and far behind the developed countries. Beginning with the difference between the Customs risk management and the other risk management, the article analyzed the necessity of putting the risk management into Customs and what the question of China Customs risk management is. To resolve these problems, in the first place, the author analyzed the risk management in the supervision of China Customs goods clearance, and then put forward using the risk management as the lead; adept the theory of processing re-engineering, to reform the goods Customs clearance mode. At the last, the article took an airport Customs as example to illuminate the fundamental mode of Customs clearance process re-engineering. The main contribute is on the junior conceive of the new efficiency Customs clearance process.
