Research On Countermeasures To Improve The Efficiency Of Customs Clearance In Nanjing Customs Under The Background Of Integrated Customs Clearance

The globalization process has promoted the rapid development of international trade and the deepening regional economic integration.The trade facilitation issue in all countries and regions has been highly focused and focused,becoming a hot topic in international trade research.China's huge volume of foreign trade has been bound by the circulation for many years.As an important part of the circulation of goods,the customs clearance plays a key role in international trade and international logistics.The improvement of customs clearance efficiency is directly related to the facilitation of foreign trade and is an important means and performance of continuously promoting trade facilitation and optimizing customs supervision.The nature of the customs determines that the customs must find a balance between minimizing the risk of customs clearance and maximizing the efficiency of customs clearance.This paper through the literature research method,the questionnaire survey method and the comparative analysis method,takes "the background introduction-elaborates the current situation-the existing problem-the reason analysis-puts forward the countermeasure" as the analysis frame,from the background of introducing the present customs supervision in Nanjing Customs,At the beginning of the reform and opening up,the current situation of customs clearance process and customs clearance efficiency was expounded,the existing problems in customs clearance efficiency were analyzed,and the various factors affecting the efficiency of customs clearance were analyzed.Finally,the countermeasures for improving the customs clearance efficiency of Nanjing Customs were proposed.This article analyzes the main factors that affect the efficiency of customs clearance from three aspects:customs,enterprises and other aspects,including:avoidance and attachment of policy implementation,poor cooperation and coordination among customs departments,deviation of proportion of customs duties between Customs and ports and excessive participation of enterprises in the reform Enthusiasm is not high,the lack of overall coordination of customs reform,customs electronic data is not fully interoperability and so on.The main reasons are the residual management inertia of the regulatory service concept,the nature of the customs organization,the increase of cooperation and coordination costs,the imperfect and synchronized reform of the supporting management system and laws and regulations,the personnel training of the current personnel system of customs,the enterprise clearance Lack of business knowledge and full-time customs service,adaptability and enthusiasm for enterprise reform weakened due to the tough implementation of the policy.In view of the problems and causes analyzed in this paper,the countermeasures are put forward to clarify the functional orientation and power allocation of the customs in the new regulatory mode,strengthen the top-level design and overall planning of the reform,strengthen the coordination and maintenance of multi-stakeholder interests in customs clearance,and improve the customs human resources management system,Co-ordinate the construction of integrated customs information application platform,enterprises to enhance the declaration of the sub-initiative customs clearance and customs clearance business.We hope this will enrich the study on the reform of customs clearance in our country and enrich the customs clearance efficiency and the theoretical research resources managed by the government to a certain extent.As an important member of the customs clearance department,Customs has important demonstration guidance responsibilities,and has also made its own efforts and explorations,from paperless customs clearance operations,to customs clearance in areas involved in administrative restructuring,and to the complete renovation of customs clearance.The customs clearance across the country's customs has contributed to the improvement of customs clearance efficiency.However,the customs clearance and integration reform is only a small step away from the beginning.Under the State Council's work and deployment,further promotion of the macro national customs clearance and integration reform with the participation of all parties involved is the real goal.
