Research On The Countermeasures For Improving Huangpu Customs Clearance Efficiency Under The Background Of Regional Customs Clearance

With the rapid development of economic globalization and the continuous increase of import and export trade,all countries are looking for systems and processes to simplify procedures and improve trade efficiency.It is expected to increase benefits by reducing transaction costs,so the reform of China's customs clearance and integration is imperative.On July 1,2017,huangpu customs affiliated to laogang customs successfully realized the risk screening and control function of "one declaration,step by step disposal",marking that huangpu customs officially integrated into the national customs clearance integration territory.With the goal of "administrating according to law,guarding the customs for the country,serving the economy and promoting development",and combining the advanced customs experience of other countries and the actual situation of China,China's customs has been constantly reforming and innovating,and actively creating a good customs clearance environment for the development of foreign trade.However,in the face of the continuous "explosive growth" of foreign trade,in the previous period of time,a variety of problems in the circulation link have greatly restricted China's large-scale trade import and export activities.Strictly speaking,customs clearance is the key point of import and export of goods,which has an important impact on each country's foreign trade activities.Therefore,ensuring good customs clearance efficiency is an urgent requirement for China's customs in the high-speed development of foreign trade,and also the main way to improve the performance of customs supervision.As an inbound and outbound supervision and administration organ,the nature of customs determines that it is necessary for the customs to find a balance between minimizing the risk of customs clearance and maximizing the efficiency of customs clearance.This paper takes huangpu customs as the research object,and the analysis idea follows the following order: background introduction--literature review--concept definition and theoretical framework--state of the art--problems--cause analysis--countermeasures.The research methods are mainly literature research,questionnaire survey and case analysis.To huangpu customs as a case,the view analysis of the national customs,the customs clearance integration reform under the background of introducing the huangpu customs clearance job situation,analyzes its working process,the government process reengineering perspectives on how to improve customs clearance efficiency and rationality of the customs institutions indepth research,analysis of existing problems,and to explore related factors and solution,and then put forward reasonable Suggestions for improving the efficiency of customs clearance.
