Study On The Improvement Of Customs Clearance Efficiency Reform In The Background Of National Clearance

As an important member of the WTO,China has simplified the import and export trade process and reduced trade costs,effectively improve customs clearance efficiency,create a good foreign trade environment,and promote the stable development of China's import and export economy,responding to corporate appeals has important practical significance.Based on the theory,performance management,literature research and analysis,according to the idea of “establishing an analytical framework – combing – analyzing – proposing”,find four elements affect the clearance efficiency,including institutional function setting,business process,information technology,performance evaluation.Secondly,find problems around these four factors,the responsibilities of customs at all levels have not yet been clarified,uncertainty of departmental merger,collaboration is not smooth,and the awareness of corporate declarations,enterprise classification management needs to be improved,there're so many system and the authorization process is complicated,data exchange is difficult,the professional problems,legal basis for delays in law enforcement,and the lack of citizen participation in performance evaluation.Thirdly,this study believes that the Customs should clearly define the positioning of functions at all levels and each post,accelerate departmental consolidation,speed up the promotion of the whole process,try a two-step declaration model,accelerate the improvement of the AEO system,sort out the integration of existing systems,and customize the module customization to create a multi-sector data sharing platform.increase professional education and training,strengthen law enforcement to correct supporting measures and encourage external participation in performance evaluation.This study attempts to further enrich the thinking of customs in improving the efficiency of customs clearance from these four elements for the analysis framework,and hopes to work at the grassroots level,in the context of national customs clearance.The Customs has made great efforts to improve the efficiency of customs clearance of freight transportation.
