Research On The Time Of Customs Import Clearance Under The Background Of Regional Customs Integration Reform

In recent years,with the deep adjustment of the world economy and the increasing pressure on China's foreign trade,the traditional mode of customs clearance has not been able to greatly improve the effectiveness of customs clearance,weaken the active degree of China's foreign trade,and hinder the development of the national economy.The Chinese Customs has successively carried out a series of customs clearance reforms,especially the regional customs integration reform,which has fundamentally broken the restrictions of administrative divisions and customs areas,and has given enterprises the right to independently choose the mode of customs clearance.It can effectively reduce the time of customs clearance,promote the customs to achieve steady progress,deepen the reform,do a good job of the country door,and do a good job of the overall requirements of the service.This paper studies the prescription of customs clearance under the background of this reform.The emphasis is on the increasing degree and influencing factors of the prescription.This paper firstly combs the relevant concepts of customs clearance management through domestic and foreign literature,summarizes the concept and mode of customs management,and the research methods of customs clearance time,and combines the customs practice of our country.The reform of regional customs integration and customs flow are combed.Secondly,the concept and mode of customs clearance abroad are studied,and the experience of advanced customs mode in the United States,Netherlands and Japan is compared and analyzed,which can be used for reference.Based on the analysis of the time of customs clearance operation after the reform of regional customs clearance integration in C area,it is concluded that the reform of regional customs clearance integration has greatly increased the time limit for customs import clearance,the time for customs inspection and the time for enterprises to pay taxes.It is the most important factor to influence the time of customs import clearance.Finally,in view of the problems existing in the reform of integration of regional customs clearance,some suggestions for further deepening the reform of customs clearance are put forward in the light of the analysis of limitation.
