With the rapid development of globalization, the economic relations betweenworld countries are increasingly closer and the international trade is unprecedentedactive than ever before. China Customs, as the entry&exit regulatory authority, isplaying an irreplaceable role in ensuring the security and facilitation of global trade.At the same time, Customs supervision is also experiencing severe challenges underthe changing international environment.Recalling the modernization process of world customs, risk management, as anadvanced management concept, method and technique, has received great attention.To tackle the challenges, resolve the conflicts, and finally realize the modernization ofCustoms supervision, the World Customs generally bring risk management into theirstandardized administration system. For China Customs, carrying out riskmanagement strategy is the only way to be in line with international practices andenhance its supervision competence.From21stcentury, some China’s customs started clearance mode reform, andcertain achievement has been made. However, they all failed to get the expectedimprovement. That risk management is not involved comprehensively in the reform isa very important reason for the failure.The paper is based on theoretical and empirical research methods. The authorreviews the theories of risk management and the research of Customs riskmanagement, combined with personal practical experience and in-depth investigation.From the perspective of risk management, the author studies the clearance modereform carried out by Huangpu Customs in the Economic Development Zone Office.The paper summarizes the reasons for the current problems and analyzes why riskmanagement has to become a part of the reform. Learning from the risk managementpractices by the Customs at home and abroad, the paper constructs a Customsclearance mode based on enterprise risk management and proposes advices tocomplete risk management information system and allocate risk management officerproperly which would help risk management plays an important role in Customssupervision.
