| Due to the situation that China has a large number of population and a week foundation of economic,the poverty problem influence China for a long time,and the poverty alleviation is always important and difficult for our government.Industrial poverty alleviation is an effective measure,it can guarantee the effect of poverty alleviation in a long time by depending on specific industry in that area.In China,poor area have some similarity:inconvenient transportation measure,lacking of resource,etc,so it’s nearly impossible for us to take poverty alleviation measures which are depending on the primary industry and the secondary industry.As a result,tourism poverty alleviation becomes an important way of poverty alleviation for those area.Tourism poverty alleviation has made some achievements in recent year due to the rich ecological resources of poor areas.After the concept of poverty alleviation in 2013 has been put forward,the implementation mechanism of tourism poverty alleviation has gradually started with the concept of precision poverty alleviation.More and more poverty-stricken areas have started to explore tourism The path of precision poverty alleviation.It becomes an hot topic for researchers to find better ways to combine targeted poverty alleviation and tourism poverty alleviation,and it’s also the key point for this passage.By analyzing the problems and difficulties our tourism poverty alleviation measures which are taken these years are facing,I point out that it’s difficult for government to truly distinguish poor people and make sure those people share the effect of poverty alleviation.Targeted tourism poverty alleviation combines tourism poverty alleviation and "four targeted measures" by targeted poverty alleviation.Thus,rural tourism poverty alleviation has for points:first,distinguish the specific poor area and poor people;secondly,make precision helping measures by infrastructure construction,education,differentiated poverty alleviation measures,clear main responsibility;precision management and precision assessment are also important.According to the targeted distinguish measure,I classify the tourism poverty alleviation into three types depending on the superior resources the area has,they are:eco-tourism type,culture-oriented type and scenic based type.According to research,I choose three examples of each type to show the specific precision helping measures they take,the example of eco-tourism type is the tea culture ecological travel area in Yaan,the example of culture-oriented type is Qiang ethnic minority village in Taoping,the example of scenic based type is Daocheng couty.I hope that the three examples in Sichuan can provide a certain inspiration for the promotion of rural targeted tourism poverty alleviation system. |
