The Research On The Industrial Poverty Alleviation Under The Background Of Precision Poverty Alleviation

The concept of precision poverty alleviation was introduced by the General Secretary of Xi Jinping in investing and researching Western Hunan Province in 2013.With the abolition of the policy of precision poverty alleviation during the past four years,the practice of poverty alleviation has been carried out in various places and fruitful results have been achieved.Since the 18th CPC National Congress,the war of poverty alleviation has made sixty million of the poor population shake off poverty,the national poverty rate dropped from ten point two percent to below four percent.Miao County is in the Yunnan-Guangxi-Guizhou rocky desertification poverty zone.Degree of poverty is deep and wide.As the help point of the Central Organization Department,the development of Miao County is high-profile.Industrial poverty alleviation is an important measure for the transformation of poverty alleviation from "blood transfusion" to"hematopoietic",which can attract poor households with the work ability to join the industrial production labor through the skills training,so as to enhance the human capital to achieve the purpose of long-term poverty alleviation.The benefits of industrial development can indirectly improve the social welfare of poor households with disabilities.The industrial development of Miao County has made some achievements,but there are also some problems.This paper was written based on the visit for 3 townships and 8 villages in Miao County.The author tried to analyze the current development of Miao County from different perspectives.The interviews involved poor households,village cadres,the person who is responsible for cooperatives,leading enterprises head,township,town,county poverty alleviation staff and the sending cadres of Central Organization Department.This paper first describes the background and policy opportunities of Miao County’s industrial development,and summarizes the successful experiences of industrial development,and analyzes the failure cases in the process of industrial development.It was found that group differentiation,poverty alleviation resources aiming offset and objective conditions limit and other problems exist in precision poverty alleviation work for industrialization.It tried to explain the reasons for these problems may be "commission-agent" bureaucratic relations within the government,the capital priority logic in the implementation of the policy and the game of interests among the parties.Finally,it was put forward that resource integration,sustainability and distribution of benefits should be paid attention to in industry poverty alleviation in the context of precision poverty alleviation.
