Jingzhou City Rural Industry Precision Poverty Alleviation Problem Research

The No.1 Document of the Central Committee in 2019 pointed out that all localities should complete the task of poverty alleviation and uncompromising.Governments at all levels should be bound to set targets for poverty alleviation and put existing policies in place.By 2020,we will ensure that under the current standards,China's rural poor can all achieve poverty alleviation,and poverty-stricken counties will all remove their hats and solve the problem of regional overall poverty.General Secretary Xi pointed out that we should focus on developing long-term poverty alleviation industries and paying attention to the coordinated development of the first,second and third industries.To avoid the problem of disconnected production and sales,all localities should vigorously develop characteristic industries and avoid the convergence of agricultural production.By the beginning of 2018,China's urban population accounted for 57.35%,and the urban population has far exceeded the rural population.However,due to the huge population base in China,the total rural population is still huge.China has a vast territory,complex and diverse geographical environment,and scattered distribution of poor villages.These objective conditions have increased the difficulty of China's rural assistance and poverty alleviation and development work.In our rural areas,some farmers still do not really achieve poverty alleviation.Due to the repetitive,concealed and persistent nature of rural poverty,industrial poverty alleviation has become a key measure for precision poverty alleviation.In the face of “multiple batches” of household poverty alleviation work,“industrial support development” A batch is undoubtedly the most critical,long-lasting and most effective way.At this stage,it is in the period of tackling the problem of precision poverty alleviation.The industrial poverty alleviation has emerged in the late stage,the lack of financial support,the small scale of the industry,the lack of development,the mismatch between the quality of the labor force and the speed of industrial development,and how to correctly and effectively guide the financial support industry to alleviate poverty.The shortage of funds for poverty alleviation industry development,how to improve the quality of labor force,and increase the added value of agricultural products have a strong practical significance.The purpose of this paper is to use the theory of corporate social responsibility,ability poverty theory and income poverty theory as the starting point,taking the case of industrial poverty alleviation involving the government of Jingzhou City,Hubei Province as the starting point,through the comparative analysis of various poverty alleviation models,summed up Jingzhou The three main modes of industrial poverty alleviation at the current stage of the city.Taking the development and poverty alleviation model of Shanghe Agricultural Cooperative in Y County as the main entry point,the difficulties faced by Jingzhou poverty alleviation work are analyzed.At present,the industrial poverty alleviation in Jingzhou City mainly needs to solve problems such as capital,labor and deep processing of agricultural products.In response to these questions,the author lists the corresponding model suggestions for the provision of industrial poverty alleviation cases and the solutions to the problems.Suggestions were made to optimize the mode of capital supply,improve the use of poverty alleviation funds,improve the quality of the labor force in various ways,and improve the quality of agricultural products.It has certain reference and guidance for Jingzhou City to further improve the industrial poverty alleviation mechanism.
