Research On "People's Daily" In The Disputes Over Agricultural Production Responsibility System From 1979 To 1981

From 1978 to 1981,the implementation of the Farm Production Responsibility System has aroused conflicts and controversies.Before the Farm Production Responsibility System became a national policy,The People's Daily,an official newspaper of the Chinese Communist Party(CCP),was deeply involved in this debate and played a powerful role in promoting.Although it has not supported the Farm Production Responsibility System by the core of household based fixing output quotas publicly,yet it actively cooperated with the Central government in correcting the leftist mistakes and criticizing the "Left" deviation line in agriculture at a relatively early time,which is essential to bring order out of chaos and free people's thinking.After the Third Plenary Session of the 11 th CPC Central,the People's Daily actively promoted the spirit of the central agricultural policy and guided the public opinion,sped up the implementation of central agricultural policy.During the process of promoting the Farm Production Responsibility System regionally,The People's Daily focused on debating some hot issues in relation to this system,such as the basic accounting unit in agricultural production,labors hired in production,the line of "household based fixing output quotas" and "fixed work to households",etc.It also guided the trend of public opinion by publishing editorials and letters from readers,setting up discussion columns and sending journalists for investigation from the perspective of the actual and central policies of agricultural production.All these actions boosted the transformation of the government's agricultural policy.There is also a process of change in the attitude of the People's Daily to these hot issues,according to the ideological tendency of the central leaders,the public opinion,the attitude of the newspaper editor-in-chief Hu Jiwei.It is in the process of interaction with the central government and the grassroots people that the People's Daily has continuously promoted the implementation of the farm production responsibility system reform throughout China.
