Shandong Province is one of the second batch of pilot provinces of the new college entrance examination reform in the country.In March 2016,the Shandong Provincial People's Government issued the “Notice of the Shandong Provincial People's Government on Printing and Distributing the Implementation Plan for Deepening the Examination and Admission System Reform in Shandong Province”,which stipulates that the comprehensive reform of college entrance examinations was launched in 2017 and will be fully advanced in 2020.In March 2018,the Shandong Provincial People's Government issued the “Notice of the General Office of the Shandong Provincial People's Government on Printing and Distributing the Pilot Plan for Comprehensive Reform of Deepening the Examination and Enrollment of Higher Education Institutions in Shandong Province”.The implementation of the new college entrance examination as a new major decision in Shandong Province has aroused widespread concern in the society.The final implementers of the new college entrance examination scheme are teachers and students.As target groups,the recognition of teachers and students of the new college entrance examination scheme directly affects the implementation effect.Studying teachers' and students' recognition of the new college entrance examination scheme is of great significance to reform and promote the implementation of the new college entrance examination scheme.In this study,teachers and students from five ordinary high schools in Shandong Province were used as survey objects.To explore their recognition of the new college entrance examination program in Shandong Province,a total of 1,028 valid student questionnaires and486 valid teacher questionnaires were collected by using questionnaires.Fourteen high school students and Thirteen high school teachers were interviewed by using interview methods.According to the regulations and requirements for the new college entrance examination in Shandong Province's new college entrance examination scheme,the existing theory of policy identification,research on the attitude of Chinese scholars to the college entrance examination program,and the results of pre-interview.The recognition of the new college entrance examination program is conducted from general evaluation and specific link evaluation,so as to determine six dimensions,respectively are namely overall attitude,implementation effect,college entrance examination reform,academic level examination,comprehensive quality evaluation,and voluntary reporting.Questionnaire data processing was performed by using descriptive analysis and differential analysis.The study found that teachers and students have a high identity of the new college entrance examination scheme,mainly because the new college entrance examination scheme is conducive to breaking the solid arts and sciences,increasing student choice,respecting student interests,giving play to students 'own advantages,improvingstudents' overall quality and ability,promoting the development of quality education.However,there is still a certain gap between the new college entrance examination plan and the expectations of teachers and students.The disputes between teachers and students on the new college entrance examination plan still exist,mainly in three aspects: First,in terms of the effect of "burden reduction",higher requirements for teachers and the inability of teachers and students to grasp the content of the exams result in heavy learning content for students and workload for teachers;secondly,in the scientific aspect of the graded score system,graded scores distort the score gap and make the selected subjects unequal,causing an imbalance in the number of subjects;thirdly,in terms of the credibility of the comprehensive quality evaluation results,the evaluation standards for comprehensive quality evaluation are ambiguous,and provinces,cities and even schools do not have uniform evaluation standards,which makes it difficult to ensure the fairness of admissions.Moreover,due to the lack of an effective supervision mechanism,violations such as fraud are prone to occur and cannot reflect the true level of students.In addition,the level of school running significantly affects the degree of identification,but there is no difference in identification of individual factors such as household registration and academic qualifications.In light of the findings of the above research,I propose the following: maintain the continuity and stability of the reform scheme and explore system innovation;strengthen professional guidance and guidance on subject teaching to improve the professional quality of teachers;improve the professional level of college entrance examinations and optimize the way of grades;standardize specific evaluation standards and improve comprehensive quality evaluation Integrity protection mechanism.
