Identity joint in college entrance examination is the object of the study. Legitimacy theory is the analytical perspective. Through literature analysis, interdisciplinary analysis and normative analysis to summarize, analyze and elaborate problems of college entrance examinational policies in China.Then give some normative methods respectively.Except the introduction and conclusion, this study has four chapters. The first chapter describes "identity joint in college entrance examination" in detail, including the value selections, the developing processes and the main contents of the policy. The next three chapters mainly based on the theory of legitimacy, from legitimacy body, legitimacy process and legitimacy content three aspects, analyze the value selections, the developing processes and the main contents of the college entrance examinational policies respectively. Basis on this structure, the main content of the second chapter, firstly describe the decision-making body and their roles and functions; then from the political orientation, economic development orientation and social management orientation three aspects, analyze the influences which decision-making body's value selection have made in college entrance examinational policies. The main content of the third chapter, firstly describes the development process and its functions in college entrance exam. then from three principles to analyze the policy-making process in college entrance examination. The main content of fourth chapter, firstly describes the principles of legitimacy policy in education; then from the equality of rights and equality of opportunity analyzes the legitimacy issues of college entrance exam.Study found that college entrance examinational policies, which has already made and carried out for 60 years, now facing the legitimacy problems have its profound factors. Firstly, such as human factors, take policy decision-making body's value orientation for illustration, policy decision-making body's value orientation may directly decide who can own educational resources and benefits. Secondly, such as institutional factors, which lack of public participation and monitoring mechanism may let policy making at will. At last but not least, social and historical factors, which mean any policy should based on specific historical background and social environment to make proper adjustments and then to play its full achievement.
