In December 2003,the document“On Implementing the project of cultivating and training scarce skilled talents in manufacture and service industry in vocational schools" clearly pointed out that the secondary nursing education is an indispensable part of the macro medical education in China. It undertakes the arduous task that cultivates the qualified secondary nursing talents for medical and health services in China, which should be maintained and developed. However, with the popularization of higher education, the change of nursing model and the improvement of academic threshold,it imposed challenges to the development of nursing program in secondary vocational schools.Under the backdrop of opportunities and challenges, the development of the nursing program in secondary vocational schools faces many problems. However, the current situation and conditions of nursing in China determine the importance and necessity of education in secondary care. Therefore, the study on the states quo of the nursing program in secondary vocational schools will help it accord with the changes of modern medical models and improve the cultivation quality of this program so as to send a group of nursing talents with high quality.First, this research studied the status quo of secondary vocational schools in seven perspectives including enrollment quality, training objectives, curriculum provision, internship, cooperation among colleges, teaching staff and education and career with literature study, questionnaire and interview as its methodologies and students in a health school and nurses in some provinces and cities as its research objects.Second,on the basis of analyzing the states quo of secondary vocational schools, the problems are students quality, training objectives and market correlation are not high, the curriculum provision is unreasonable, the main skills class and humanistic literacy class number obviously deficiencies;the students'employment view is immature and the actual employment rate is low;the school's practice resources are scarce“double-certificated”teachers are insufficient and the training for them is too little;the teaching styles lagged behind. Then the reasons for these problems are explained from three dimensions:national dimensions like the fulfillment of national subsidized policy, the limitation of vocational education and“three-step”training model, the perfection of classified examination system;social dimensions like the entrenchment bias on vocational education, students protection and paid admission;school dimensions like the lack of market feedback, imperfection on teacher training system, the separation on cooperation among colleges and the in-completion in employment instruction and the boredom of teachers' professional responsibility.Last, the corresponding strategies and suggestions are raised on the problems and reasons of nursing program development in secondary vocational schools including the improvement of the students quality, the diversity of training objectives, the rationalization of curriculum provision, the efficiency of internship, the profession-ism of teaching staff, the refinement of education and career and diversification of school-running models. All in all, under the social background such as the policy support, the medical care ratio gap and the nursing talent losing easily, and the particularity of the nursing specialty,it is necessary for the nursing specialty in the secondary vocational school. This research conducted a systemic study on students quality, curriculum provision, training objectives, internship, cooperation among colleges, teaching staff and education and career towards the promotion of nursing program in the secondary vocational schools. However, the research mainly focuses on the Xi'an X Health School as an example. The analysis of the status quo and the problems still cannot represent the development of the nursing profession in the national secondary vocational schools. Therefore, the proposed development strategy is not comprehensive enough and there are still deficiencies. The author hoped that this study will provide a point of reference for the relevant studies later.
