Research On Third-Party Safety Supervision Service Pattern Of Construction Projects

Construction industry is a high-risk industry. There are lots of safety accidents happened each year in our country and each time serious damage was brought to life and property. As the construction projects are toward large-scale and complicated tendency, the security problems during the construction are increasing. Once the safety accidents happened, the consequences could be quite serious.On the basis of analysis and summary of the current situation of safety management of construction and supervision by the government, clients and supervision units in our country, a conclusion has been drawn that the power of safety supervision by the government and supervision units is insufficient and the level of safety supervision by the clients is not high through investigation and literature reading. In order to improve the current situation of safety management of construction projects, the power of safety supervision by the government and supervision units and the level of safety supervision by the clients on construction sites, this thesis puts forward a proposal that third-party service should be brought into safety supervision of construction projects. The questionnaire survey to the clients and the construction units indicated that the pattern which provides the third-party service on safety supervision was welcomed and recognized by the majority of relevant management personnel and construction personnel. The definition of third-party safety supervision of construction projects is setting up third-party safety supervision organizations which are independent from the government and enterprises to provide independent, professional, objective, just safety supervision service for the government or enterprises in the area of construction safety management in a paid way. This thesis put forward two improved patterns on the basis of having analyzed existing forms and malpractices of current third-party safety supervision organizations and situation of applications of third-party service in other industries. One pattern is that the government buy service from experts, the other is that scientific research institutions which are authorized provide safety supervision service. Both patterns have been explained by practical cases. This thesis hope that the design of these two patterns can give advice and guidance to improve the power of safety supervision by the government and safety management level of relevant enterprises.
