Research On Digitization Of Paper-based Archives Of China

The digitization of paper-based archives plays important role in transforming archive management models,developing and utilizing archive information resources and innovating archive service methods.Digitization separates the content of the archive from the carrier,and the archive information is no longer limited in a certain time and space,which expands the scope of the archives.As a substitute,digital copies protect the paper-based archives effectively in use;change the traditional management mode into content management.Since the 21 st century,the National Archives Administration of China has released four development plans for the development of archives undertakings,all of which have repeatedly mentioned advancing the digitization of traditional-carrier archives.Especially the latest one,which clearly sets national comprehensive archives' goals by 2020.Taking the digitization of paper-based archives for research object,strives to show the changes in this work over the years and grasp the development priorities at different stages in three contexts: policy,standards and technology.The main characters of policy are “policy first” and driven by the projects,and emphasizing serving the people.Standards combine principle with flexibility,which has integrated system with abundant contents.There are three trends of technology: the method changed from processing technique to whole technology,object changed from digital processing to the achievements,the research subject changed from archivesdepartment to social mufti-cooperation.The fourth part describes two results of the digital construction of paper-based archives: making the utilization modes provided by archives into various,and protecting the original archives.The digital construction of paper-based archives cannot be completed overnight.It still faces many challenges at present: digital standards are not complete and the update speed is lagging;there are quality issues in digitization of catalogue and full text,and a series of security risks such as archive entities security and archives information security.Besides,there are some legal issues about digital copy: evidence effectiveness of digital copies,copyright and privacy.In addition,the appraisal of open digital copies is lagging behind digitization of paper-based archives.The fifth part puts forward some suggestions,such as establishing a sound system of digital of archives standards,with more normative documents;making proper planning and performing quality control during digital process,and paying more attention to outsourcing of archival digitization.What's more,the appraisal of open digital copies of archives should be promoted,the legal system should be improved to improvement of evidence effectiveness of digital copies of paper-based archives,and archives department should pay more attention to promoting the realization of network utilization of digital achievements.
