Research On China's Personal Information Protection Policy From The Perspective Of Policy Tools

With the rapid development of Internet technology,it makes the production and life of human beings more convenient,but the personal information security crisis has become increasingly serious.In order to protect citizens' personal information,various countries have issued policies concerning personal information protection.Against this background,the state has begun to issue relevant laws and regulations to protect the personal information of citizens in view of the protection of personal information in China.The content analysis of the relevant policies and regulations that have been introduced will help us deeply understand China's personal information protection policy system more.This article takes the text of China's personal information protection policy as a source of data,the policy tools as a theoretical support,and uses the methods of statistical and content analysis to study the current situation of China's policy of personal information protection.The text of China's personal information protection policy currently exists.The problem was analyzed and the corresponding optimization proposal has been put forward.Mainly consists of following four parts:The first part introduces basic theories related to policy tools and personal information protection.The author combed and summarized the research status and theoretical knowledge,which related to the protection of policy tools and personal information at home and abroad,after a thorough research on them.For example,policy tools can be summarized as "It is a method and means that the government has adopted to protect personal information." Personal information protection policies refer to laws and regulations that protect citizens' personal information.The second part analyzes the status quo of personal information protection policies in typical foreign countries.This paper introduces the content system and policy implementation effects of individual personal information protection policies in various countries,and summarizes the relevant experience of personal information protection in various countries to provide a reference for China's improvement of personal information protection policies.The third part analyzes China's personal information protection policy tools.After determining the types of policy instruments used in this paper,we will construct a two-dimensional analysis framework for personal information protection policies,and identify 77 effective policy texts,from a multiple-dimension of policy type,policy text year,policy text issuing department,and personal information protection dimension,after conditionally screening.From several perspectives,a statistical analysis of the text of personal information protection policies was conducted.Based on the statistical analysis of the third part,the fourth part analyzes the inadequacies of China's personal information protection policy,and combines the actual situation of China's personal information protection policy and the relevant experiences of national personal information protection to improve the personal information protection policy of china from four aspects.The countermeasures and recommendations proposed by the protection policy system will in turn promote the development of personal information protection in China.
