The advent of big data era,the development of open access movement and the rise of the fourth research paradigm not only put forward higher requirements for the information literacy of scientific researchers,but also for their ability to access and use data.In November 2019,the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to firmly grasp the direction of the advanced socialist culture,stimulate the cultural creativity of the whole nation,and better build the Chinese spirit,Chinese value and Chinese strength.The high demand of cultural creativity for citizens' data literacy has further triggered the research upsurge of domestic experts and scholars in the field of data literacy education for college students.As the reserve force of scientific research personnel,the accumulation of data literacy knowledge and the improvement of data literacy skills of college students can stimulate their interest in scientific research,correctly mine data,and provide technical assistance in using data in their study and life,positively promote the formation of multi-element cultivation of college students,and play an extremely important role in the smooth progress and development of scientific research.As one of the most intensive departments of data resources in Colleges and universities,the university library has a relatively authoritative and advanced data processing technology,and has an unshirkable responsibility in the process of data literacy education for college students.It is of great significance for the sustainable development of data literacy education of university library to study the current situation and existing problems of data literacy education of University Library in China.In this study,digital literacy and information literacy on the basis of the analysis of the data quality,combining with the library education principle,namely "three" appropriate standards and man's all-round development theory,by the method of questionnaire survey,data quality education in colleges and universities library to carry out the situation,the education subject,education content,education form,education current situation of achievement evaluation of comb,understand the situation of university library data literacy education in China.Survey study abroad through the network literacy education practice,the representative of the university library data to the education goal,education object,education content,education method,and summarizes the characteristics of education achievement evaluation system,etc,found that the education purpose,teaching is administrative and pertinence,diversity of scientific education content,education method,education achievement evaluation system is relatively perfect.To data quality education in colleges and universities library compared with foreign universities library data literacy education practice,can be found that the problem of university library data literacy education in our country mainly concentrated in the education target localization insufficient clarity,insufficient novelty education content,education method and means,lack of hierarchy and individualized education,education achievement evaluation system is imperfect and so on.This study proposes countermeasures to these problems at the national,university,university library and university students levels.In addition,a framework suitable for data literacy education in Chinese university libraries is constructed,which aims to provide reference for the construction of innovative cultural system in China and the research and practice of data literacy education in university libraries.
