The development of modern information technology and broad popularization of computer network bring us an all-inclusive and rapidly-changing information space, the process of human information storage, transmission, exchange and access is changed unprecedented. In the network environment, the information resources and service of university and college libraries extend to the cyber space, libraries' users become diverse, including not only the reader of traditional literatures, but also the users of all kinds of information systems and digital resources, and variety of potential information users. The information users grow socialization, diversity, opening and dynamic, the forms and contents of the users' requirements also change significantly.In the paper, a particular group of information users--the university and college students are chosen for study. The research of user's information requirements home and abroad is expounded. The characteristics of university and college Libraries and the users in the network environment, and the meaning and type of the users' information requirements are analyzed. The information questionnaires are designed for students' information requirements. The paper deeply analyses university and college students' requirements of access to information, requirements of information release and exchange, requirements of information advisory, and network information evaluation of university and college students', come to the conclusion of the students' information requirements characters in the network environment as follows: (1) professional-oriented information requirements, both extensive and systematic; (2) focus on the novelty and effectiveness of information; (3) relay more heavily on paper documentation when obtaining professional information; (4) prefer to recreational network Information; (5) good awareness of Information exchange and communication. The paper also analyses factors impacting the students' information requirement from both subjective point (network environment, information resources, costs, information service quality) and objective point (psychological factors, language factors, computer level, information retrieval capabilities), and proposes strategies from three aspects: digital resource development, users education and information service.
