Investigation And Analysis Of Disabled Person Services In Public Libraries

On September 14,2018,the Seventh National Congress of the China Disabled Persons' Federation was held in Beijing.The meeting made clear requirements for the development of the disabled and the cause of the disabled,and pointed out the direction in which the development of the disabled with Chinese characteristics progressed.In the stage of building a well-off society in an all-round way,the whole society should promote the all-round development of disabled people,create a happy and happy life for the disabled,and take the cause of promoting the disabled as their responsibility.When calling on party committees and governments at all levels to pay attention to the cause of the disabled,and the units at all levels perform their duties,the disabled should consciously seize the opportunity of struggle.As a public service institution,the library is duty-bound to promote the cultural development of the disabled.The library should take advantage of its own advantages,seize the opportunity of historical development,help the development of the disabled in public cultural services,and improve the cultural knowledge of the disabled.Many disabled people have the ability to fight hard,have the opportunity to integrate into society,realize their dreams,enhance their sense of well-being,honor,and security,and promote the cause of the disabled to a new level in order to present a booming situation.This paper mainly uses the questionnaire survey method,field research method and interview method to investigate the development of disabled people's services in ten public libraries in Fujian Province.Firstly,based on the relevant theories and literatures on the research of disabled people's services in public libraries at home and abroad,through the interpretation of the relevant laws and regulations to protect the rights and interests of disabled people in China,sum up the standards that should be met in all aspects of the services of disabled persons in public libraries,analyze the current status of all aspects of the disabled services in public libraries.Secondly,according to the results of the survey data,it summarizes the advantages and disadvantages of the current public library disabled services.Finally,through the analysis of problems and deficiencies,thelibrary is proposed in the future development of disabled services:Formulate development plans,long-term and near-term planning to guide the development of services for the disabled;Improve the service system,adopt the development model of the link between the general branch and the professional department;Strengthen the training of the commissioner,establish a commissioner development mechanism to provide professional training and services;Increase funding to ensure funding and support for the development of services for the disabled;Improve infrastructure to create a truly accessible reading environment;Achieve interlibrary loan,maximize special collection resources;Promote cross-border cooperation,fully mobilize the advantages of professional institutions to maximize services.The purpose of this paper is to provide reference value for the development of public libraries in the development of services for the disabled.It is hoped that the rights of all types of disabled people in China to use library resources and obtain high-quality public services freely and equally can be guaranteed.
