The development and research of the personnel system in Colleges and universities is to build a strong team of teachers,which can effectively improve the development of all kinds of work and improve the quality of work in Colleges and universities.In order to be able to evaluate the overall level of the teachers' team in a timely and accurate way as well as the shortcomings of the teachers' team in the future,it is very important to fully study a set of effective personnel system.The comprehensive evaluation of teachers and the objective evaluation of the work performance are beneficial to the promotion of the overall level of colleges and universities and the training of colleges and universities.More talents provide strong guarantee.In order to solve the problems existing in the strategic decision of the personnel management system in Colleges and universities,this paper puts forward an improved SVM model decision in the aspects of simplistic analysis,labor consumption and insufficient decision support.In order to solve the shortcomings of SVM algorithm effectively,a combination of SVM algorithm and KNN algorithm is proposed to solve the problem of Ping Ping in SVM algorithm.In addition,this paper adopts the top-down design pattern,and establishes a set of personnel management system in accordance with the current needs with the help of the SSH framework,so as to improve the level of personnel management and decision-making assistance in Colleges and universities.The characteristic weight decision theory of fuzzy mathematics is introduced in the system and the improved SVM algorithm in machine learning is effectively combined.The fuzzy mathematical theory is used to divide the feature selection and the characteristic weight reasonably,and then the effective mathematics model of teacher performance evaluation is established,and the corresponding module is realized to provide decision level.Policy service.In the aspect of security,user classification is adopted to ensure the security of the system,and the key data is encrypted to ensure data security.
