Research On Performance Evaluation Of Public Finance Supporting High Quality Development Of Electronic Manufacturing Industry In Henan Province

The development of modern economy and society shows that the electronic information manufacturing industry has become an important force to promote the transformation and upgrading of the national economy and the structural reform of the economy.It plays an important role in improving the efficiency of economic growth and the external innovation environment of enterprises.In order to promote the development of high-end manufacturing industry,both European and American countries and China have introduced financial support policies conducive to the innovation and development of enterprises,which is conducive to creating a high-quality external environment.The federal government of the United States issued "2015 innovation strategy",Germany also issued "industry 4.0",China also issued "made in China 2025" and other macro development strategies,which provided powerful conditions for improving the external environment for the development of high-end manufacturing enterprises.In order to promote the long-term and stable development of electronic manufacturing industry in Henan Province,in recent years,Henan Province has actively supported the development of local information industry through public finance,such as tax preference,free tax reduction,preferential subsidies,scientific and technological innovation,financing support policies,and achieved good results.In 2017,the business income of electronic manufacturing owners in Henan Province reached 504.8 billion yuan,an increase of 15.9% year-on-year,and the value-added increased by 16.1% year-on-year,8.1 percentage points higher than the growth rate of industries above Designated Size,which shows the strong growth momentum of electronic manufacturing industry in Henan Province.First of all,with the help of Dunn's public finance performance evaluation theory,this paper studies the performance of public finance expenditure of electronic manufacturing in Henan Province.This paper expounds the current situation of the development of electronic manufacturing in Henan Province in recent years,finds out the problems existing in the electronic manufacturing of Henan Province,such as low marginal benefit,weak technological innovation ability,high energy consumption,and large demand gap for professional talents,and combs the public financial investment policies issued by Henan Province to promote the development of electronic manufacturing,mainly including industrial planning,industrial services,energy conservation and green,tax reduction and free Preferential subsidies,scientific and technological innovation support and financing support policies.Then,taking enterprise a as a case study,through the regression analysis of VAR model from government public financial subsidies and enterprise financial data of enterprise a in the past 10 years,a two-stage VAR model with a lag period is constructed.The regression results show that the tax preference and scientific and technological innovation in public financial expenditure of Henan Province have a very long-term impact on the growth of enterprise's main business income.The impact is as follows: Continuous and stable.In the process of combining theoretical results with practical work,the author finds that there are some problems in electronic manufacturing in Henan Province,such as the policy is not updated in time,the public policy support is not enough,the financing guarantee is not enough,the evaluation feedback is not in place,the policy is scattered and so on.Therefore,this paper puts forward the policy of system innovation,performance evaluation,policy formulation,policy optimization,monitoring and evaluation and so on Suggestion.
