At present,domestic and foreign experts attach great importance to cultivate young scientists,and young scientists evaluation and prediction of academic achievements at the individual level has become a problem plaguing the scientific community.With the development of scientometrics,bibliometric evaluation indicators rises rapidly,so the peer review system has been challenged,and performance evaluation of individual scientists development from the peer review to use evaluation indicators for objective,fair and comprehensive evaluation.The development of bibliometric index has become mature and evolved into five-generation indicators,providing a solid theoretical basis for scientific research evaluation and performance evaluation,but its effectiveness in scientific research evaluation has yet to be verified.In this paper,the bibliometric indicators are grouped into four categories: the traditional bibliometric index,h index,h-type index and percentile index,and h-type index into three categories: h-type index considering academic years,h-type index emphasizing the citation frequency,and h-type index considering the co-authors,studying the practical application of the results and evaluation characteristics of it in performance evaluation of young scientists at the individual level.In this paper,the winner of National Outstanding Young Scientist Fund is used as represent of group of young scientists to study their curriculum vitae and academic behavior characteristics in order to explore their academic behavior and to explore the evaluation characteristics of different types of bibliometric indicators.The main contents as follows(1)Analysis of resume information of outstanding youth.Through the network to collect the outstanding youth's resume information,analysis the overall characteristics of the youth,such as the number of youth,gender distribution,organization type,education and position distribution,indicating its feasibility as a representative of the group of young scientists.(2)Research on academic behavior characteristics of outstanding youth.As the rapid development of social networks,researchers' academic behavior gradually networked.Network evaluation index has been quietly rising.This paper selects four academic platforms with common recognition in the academic social groups,such as Baidu Academic,Googlescholar,ResearchGate and ResearcherID,to study the overall coverage of youth in the platform and the article included in the situation to provide reference for the construction of the academic platform and development of research evaluation in the future.(3)An empirical Study of bibliometric index.Analyse the different distribution characteristics of different types of bibliometric index in outstanding youths,and focus on the percentile and h-index of the smaller degree of discrepancy;to compare and analyze the evaluation of different types of bibliometric index,focus on the type-h index and h index,and briefly analyze the different performance of different departments youths.The results show that the type-h index can improve the h-index in terms of academic years,highly cited papers and co-authors.However,the h-index and the percentile are still important indicators in the evaluation of outstanding youths.Caution should be used in index selection.(4)A study on the prediction of academic distinguished of youth.This paper uses the h-index forecasting model the Daniel providing to predict the future academic influence of outstanding youngs.The applicability and feasibility analysis of the model will provide reference for discover potential scientists,and to improve the scientific evaluation system.This paper analyzes the h index and type h index comprehensively,with a view to provide a comprehensive evaluation system for the National Science Fund.Empirical studies show that different types of evaluation indicators have the potention to evaluate the academic performance of scientists at different levels.But the scientific research evaluation only use the paper as the criterion is not enough,patents,awards and other factors shoud be considered.
