Application Of Risk Management In The Feasibility Study Of 5G Pilot Network Of New Operators

China Telecom,China Mobile and China Unicom all announced 5G's official commercial use by the end of 2019,but the fourth licensed company,China Broadcast Network Co.,Ltd.,still has not much voice.During this period,State Grid Co.,Ltd.announced plans to cooperate with China Radio and television,jointly build and operate 5G network,and carry out feasibility study of test network in a few cities.However,neither China Broadcast Network nor SGCC has the experience of mobile communication construction projects,let alone 5G is a brand new start from technology,business or business model.Therefore,as a new operator to carry out 5G test network project,there are bound to be more uncertainties,so it is necessary to carry out relevant Research on risk management.There are many studies on risk management of communication projects in China,but most of them are focused on the stage of engineering construction,and few of them are focused on the stage of feasibility study of test network for new operators.In this paper,taking the feasibility study of 5G pilot network project of State Grid Ningxia electric power Co.,Ltd.as an example,Using fishbone diagram method,this paper analyzes six major risks of the project,including market development and investment benefit risk,technology and engineering scheme risk,organization and management risk,personnel risk,policy risk,social and environmental risk,and obtains the risk list of 5g mobile communication project of new operators in feasibility study stage.Delphi method and risk probability matrix method are used to analyze and determine the risk level of each risk,including 7 serious risks,3 high risks,6 medium risks,3 low risks and 11 extremely low risks.The economic sensitivity of the project and the relationship between the main sensitive items and the risk items are analyzed quantitatively by the commonly used economic evaluation method of the industry,and the corresponding risk countermeasures are put forward for the above risks.I hope that this paper can provide useful reference for similar projects.
