Research On The Boundary Of Personal Information Protection In Archival Development And Utilization

Under the background of "Internet + archives" and the steadily concept of “5developing concept”,archives departments at all levels are vigorously developing archive digitization and archive utilization services The development and utilization of archives and archive services have become the main content of archives work,and the in-depth development and utilization of archives and the socialization of services have become the goals of chasing.In the development and utilization of archives,the protection of personal information must also be involved.Facing tremendous changes.While bringing convenience,it has also quietly caused personal information problem being violated: personal information has been tampered with,leaked,and illegally traded.Therefore,personal information protection has become an urgent issue that countries must face directly in their development.However,in real life or in the academic field,the boundaries of personal information protection in the development and utilization of archives have not yet been clarified,which has also caused problems for archives departments,archive users,or subjects of personal information involved in archives.At present,the research on personal information protection in the development and utilization of archives is still in the middle stage of exploration,and it is very important to grasp the basic theoretical basis.In the development and utilization of archives,the protection of personal information involves multiple boundary issues.This article starts with two aspects: the legal boundary and the realistic boundary.As for the study of realistic boundaries,the author selected the H provincial archives bureau(library)as the research object.The bureau(library)has certain reference and representativeness,and achieved certain results in the development and utilization of archives.Library how to protect personal information in file circulation,file digitization,file management system,and file utilization,and analyzes that in the practical boundary,there is insufficient protection awareness,lack of personal information protection system,and conflicts of interest among the personal information protection in file development.Finally,it discusses the suggestions for improving the boundaries of personal information protection in the development and utilization of archives,and puts forward suggestions for multi-dimensional awareness raising,establishing and improving relevant laws,introducing a personal information protection officer system,and balancing the interests of various subjects.
