As a collection of records of human social practice and development, archival resources are knowledge and information that can be developed and utilized, and have their special value and significance. In the face of the vast amount of digital archival resources, the independent organizational capacity of institutions highlights many limitations, and the introduction of public participation can promote the understanding, use and dissemination of digital archival resources. In this context,it is a research topic of theoretical and practical significance to explore how to guide users to participate effectively in the development and utilization of digital archival resources. This thesis combines the concept of "user participation" with the development and exploitation of digital archival resources, refers to the theory and model of "Collective Intelligence",the theory of Archival Memory View and the concept of Archival Emotional Value, analyzes a number of foreign projects, discusses the current situation of user participation in digital archival resources development and utilization in China, and tries to explore the future realization paths, with a view to providing reference for the future development of related works. The thesis focuses on descriptive research, adopts a qualitative research method and a multi-case analysis method, analyzes the characteristics and generalizes the commonalities of projects by taking practical projects as research objects. The case data analysis process uses Nvivo12 as the tool for coding, and ensures credible coding results through cross-checking.The three cases were the By the People Project in Library of Congress, the Citizen Archivists Project in the National Archives of Singapore, and the Discovering Anzacs Project in the National Archives of Australia collaboration with the National Archives of New Zealand. The case study process consisted of an overview of the project, coding and a summary of the case characteristics. The findings of the study include two main aspects, firstly, based on the pattern generalization of multiple case studies, the three key elements of goal(achieving digital archival resources development and utilization),staffing(resource provider/institutions and public/users),and process(project platform)are used to summarize the common patterns of cases, and the key elements and activity processes can be repeatedly corroborated to illustrate the extensive reference of the study.Secondly,to explore the future realization paths in the context of the current situation in China, where the conditions are not mature enough for users to participate in digital archival resources development and utilization activities and work, either at the level of infrastructure or public awareness of participation. This thesis proposes three paths of realization at the level of archival institutions enhance collaboration and archival governance, encouraging extensive and orderly social participation, and promoting data transformation of archival information resources based on the archival resource view. The thesis concludes with a discussion of research shortcomings and subsequent perspectives.
