| The relationship between secrecy and openness of archives is a complex problem that puzzles archival department and other government department of our country for a long time. So, it is necessary to study the mechanism of declassification and explore the contradiction between the archival secrecy and utilization of our country.This paper also introduces the basic conditions of classification and declassification, including types of secrecy、mechanism of classification、theoretical basis of declassification、the program of declassification and so on. Setting the America as an example, I introduce its declassification process and the measures that American archivists take in their declassification work. In domestic, I talk about the situation of openness and utilization of archives、mechanism of declassification and problems existed in them.In the view of the existing problems of declassification of our archives, I’ll put forward some suggestions which have advantages to improve the situation of mechanism of archival declassification, referring to the experience from America, hoping to push the process of our archival declassification and make our mechanism of archival declassification better. |
