Study On Archival Opeining And Utilization Under The Environment—the Opening Of Government Information

Based on investigation and documentary research, this paper adopts the theoretical methods such as information science, law, sociology and others, which comes to research on the harmoniousness between the relevant laws and regulations on archival opening and utilization, and Regulation On Freedom Of Government Information, especially the structural adjustment of archival opening object resources under environment of opening of government information, the file open-access monitoring mechanism, operating mechanism and publicity strategy.The article is divided into five sections, opens with the preface on the research purposes, meaning, methods, and the study of current situation of archival opening and utilization under the government information disclosure environment. Chapter II the compendium of government information and archival opening defines the government information disclosure and archival opening,and outlines their background profiles, which expounds the impact of archival opening from the archival open concept, operating procedure, the legal system and staff training in the quality of government information publicly. Chapter III analys the deficiency of archival opening from the fieds of main subject(including the responsibilities and rights of the main subjects), the object and environment.Focused on the archival resource hierarchy and timeliness,the concept of archival opening, the legislation and oversight mechanisms on archival opening. Chapter IV combines the deficiency of archival opening under the environment of government information publicly that makes clear "the principle of open, not open for the exceptional" new era archives open concept, mainly from five aspects, perfecting archival relevant laws and regulations, archival opening operation, a mechanism for supervision, adjust the file resource structure and expand the archival opening responsibility to amend. Chapter V contains conclusions, archival work should be based on the government information disclosure as an opportunity to turn challenges into opportunities, which improves the archival opening system, really implement the rights of citizens to use archives.
