With the rapid development of mobile communication,cloud computing,Internet of things and other technologies,human society has entered the era of big data,and data resources have become an important tool for system reform in the field of education.A sound education data governance framework is the basic guarantee for fully exploring and exerting the value of education data,and is a necessary strategy to effectively avoid data privacy issues and gives full play to the potential value of educational resources.As a successful model of education data governance in the United States,the education data governance system in Kentucky is quite complete.It has accumulated rich experience in dividing education data governance responsibility and standardizing education data governance behavior,which has reference value to the education data governance system structure of China.This paper takes the current situation of education big data development as the logical starting point,takes the education data governance system of Kentucky as the analysis object,and studies the subject responsibility,object field and operation mechanism of education data governance with the literature method,comparative method and case method,so as to provide useful suggestions on the construction of Chinese education data governance system.The full text is divided into five parts.The first part discusses the meaning and educational value of data governance,analyzes the goal of education data governance in Kentucky,and constructs and presents the education data governance framework,so as to guide the process of Kentucky education data governance.The second part discusses the main characters of education data governance in Kentucky.This paper divides it into four levels,including the executive leadership,the management leadership,the performance work-group and the collaborative stakeholders.The education data governance executive leadership aims to dominate the data governance overall situation,and ensure the governance work to run effectively,involving the leaders of Kentucky Department of Education and the government,as well as the board of the Kentucky Center for Education and Workforce Statistics.The management leadership is committed to advancing the education data governance process,including the problem-oriented education data management organizations,and education data management personnel aiming at resource coordination.The performance work-group establishes personnel responsibilities based on a single education data element,and also creates a work team based on the data governance area,thus ensuring the implementation of education data governance strategies.The collaborative stakeholders involve organization and various representatives participation.Finally,Kentucky has formed an education data governance team with cross-participation.The third part analyzes the Kentucky education data governance fields from six aspects: data standard,data collection,data quality,data privacy,data sharing and data use.Kentucky has unified the code of education data by constructing the data standard of student information system;has implemented the effective collection of education data,by clarifying the principles and types,and standardizing the procedures of education data collection;has built up the quality assurance of education data by establishing the data quality measurement standard,and setting up the data quality review procedure;has established the system of education data security maintenance and accountability,by enacting the education data privacy policy,and applying hardware and software technologies;has constructed different data sharing methods based on the education data needs of different stakeholders;and has strengthened the education data use effectively,by implementing the training courses guided by the specific requirements of data literacy.The fourth part discusses the operation mechanism of education data governance in Kentucky from the interaction mechanism of subject and object.Under the guidance of the education data governance policy,Kentucky encourages cross-agency data governance,builds dual technical support of software and hardware,implements the funding support,and expands the scope of education data use.Finally,Kentucky has constructed the policy leading mechanism,multiple coordination mechanism,fund guarantee mechanism and feedback oriented mechanism to ensure that the education data governance body can focus on all-round object field.At last,the paper generalizes the characteristics of Kentucky education data governance system from the aspects of subject,object and operation mechanism.It includes the legitimacy of education data governance behavior,the initiative of education data governance consciousness,the linkage of education data governance institutions,the comprehensiveness of education data governance field,the clarity of education data governance role,and the high efficiency of education data subjects.
