Research On The Construction Of Public Library Data Governance Framework

In recent years,"data governance" theory went through swift development,and being applied widely and successfully in many areas.Its fundamental idea is that improving data quality,improving standardized data level,improving data safety via data governance,and improving data value via data digging and other approaches.However,according to recent research,in library field,especially in public library field,relative research is rare with scarce application.With the mentioned background,public library affairs in China meet fresh development opportunity.However,with the ongoing informationization development,public library data will show an exponential growth,many new issues and challenge are expected regarding data resources construction,management and service.Innovation of various data resources construction,management and service mode is needed.This thesis will have comprehensive statement on related literature regarding library affair development and data governance via quantitative and qualitative analysis.Based on this,it demonstrates the innovativeness and feasibility of this topic and its research.Secondly,on the basis of the analysis of related concepts such as "data governance",this thesis expounds the theoretical foundations involved or can be used for reference in the problems of public library data governance and its framework construction.Thirdly,researches and analyses the development status of public libraries from the macroscopic,mesoscopic and microscopic perspectives(including macroscopic policies,institutional mechanisms,regional alliances,etc.),and summarizes the types and characteristics of public library data resources.On this basis,the main problems existing in the construction,management and utilization of data resources in public libraries are proposed.Fourthly,introduce principle and data governance goal for public library data governance frame construction.Based on theNational Data Governance Standards and the reference to other typical domestic and foreign data governance models or framework theories and practices,construct a suitable frame that fits Chinese public library data governance.The framework of data governance in public libraries,and elaborated on this framework from four aspects:top design,propelling factor,governance scope,and governance process.In the end,based on the data governance framework that was constructed,National Library was used as examples for empirical analysis.The countermeasures to promote the data governance of public libraries in China,including the establishment of data governance team,strengthening of multi-agency cooperation,development of a unified data management platform,strengthening data governance maturity assessment and feedback,etc.And then optimize the framework.This research introduces the theory of data governance into the public library field and conducts a more systematic study.It provides a new perspective and method for the public library in our country to innovate and develop,especially through the use of data resources to develop public cultural service functions.The major limitations in this research is that,due to limitd experience and student status,merely introducing data governance and relative theories into public library filed,performing limited fundamental theory research and application thoughts.As for different public library individuals,regarding the approaches to data governance,pertinent research and evidence deduction are needed,respectfully.
