Study On The System Of Archival Data Governance In China

"Governance",an academic term active in the field of public management,has become a hot word in archival science under the background of the in-depth advancement of the practice of "national governance".The concepts of archive governance,data governance,and archival data governance have become new research theoretical categories and new frontiers of practical work in the discipline of archives.This paper selects Zhejiang Province as a case study,analyzes and summarizes the system framework of archival data governance of Zhejiang Province,and tries to build a general model of archival data governance system,in order to improve the academic research of archival data governance in China in theory,and in practice,to provide experience reference for the continuous deepening of archival data governance in China.The paper is divided into the following three parts:The first part is the theoretical basis.Firstly,it analyzes the background and main reasons of the rise of archival data governance,including the era of big data,the trend of open data and the transformation of "single file system" of archives;Secondly,the research significance,research content,research methods,research innovations and shortcomings are introduced;Thirdly,through combing and analyzing the literature at home and abroad,it clarifies the current theoretical research progress of archival data governance,and determines the research questions of this paper;Finally,it summarizes the governance theory and data governance theory,and gives the definition of the related concepts of this paper,including archival data,archives governance,archival data management,archival data governance and so on.The second part is about practical experience.It analyzes the practice of archival data governance in Zhejiang Province from four aspects:governance content,governance subject,governance process and governance achievement.The archival data governance system of Zhejiang Province has a governance subject structure with the Archives Bureau of Zhejiang Province as the center and multiple subjects participating together.The governance process is promoted through policy support,technical support,activity guarantee and other measures,which involve data management,security governance and service governance.It has made the governance achievement of smart archives,security archives,Run Once at Most,One archive check,100 pavilions linkage,remote archives check,cross-archives service,etc.The third part is the theoretical contribution.It puts forward a general model of archives data governance system structure,which consists of four levels:ecological level,basic level,data level and application level,as well as eleven dimensions:organization structure,policy measures,quality supervision Management,digitization,datalization,data collection,data filtering,data assets,sharing platform,open platform and media platform.
