Construction And Application Of User Behavior Data Governance Framework For University Libraries In The Perspective Of WSR

With the rapid development of new technologies such as cloud computing,Internet of Things,artificial intelligence and 5G,human beings have entered the era of data-rich supply,which has had a significant impact on the changes in various industries,and university libraries are no exception.The use and promotion of new technologies and services have improved the services and work of university libraries to a great extent,enhancing the efficiency of librarians and user traffic.In the use of new system platform services by users,a large amount of behavioral data has been generated,and these new data and behavioral data of other business systems have accumulated to a certain extent,forming data inconsistencies,missing data and other quality problems,and also accompanied by many Management problems,such as the lack of management system,processes and procedures and other mechanisms and imperfect problems.With the national emphasis on personal information security and the increase of users’ diversified and personalized needs,university libraries urgently need to carry out theoretical guidance and practical countermeasures for user behavior data governance in order to meet various needs and demands and realize systematic and scientific user behavior data governance.Based on WSR system analysis method and data governance theory,this study uses literature research,network research,interview and case study to analyze user behavior data of university libraries as the core of research,analyze its governance elements in the context of digital China construction,construct a new framework of WSR data governance based on research results and data governance theory,verify the scientificity and rationality of the framework through empirical analysis,and propose the application of the framework.The new WSR data governance framework is constructed based on the research results and data governance theory.The main research findings include:(1)The elements and problems of user behavior data governance in typical university libraries are analyzed.Through the analysis of web research and interview results,it is found that data quality,data security,data circulation and data insight are the main objectives of user behavior data governance in university libraries,the main management activities and roles are related to responsibilities and policies,and the main stakeholders include users,relevant leaders and librarians in libraries,university-level information centers and software service providers,etc.;at present,the data that libraries focus on governance elements still have problems: data quality management needs to be standardized and automated,data security management awareness needs to be improved,data circulation needs to be expanded,and data insight automation tools need to be developed.(2)A framework for data governance in the WSR perspective is constructed.The framework includes three dimensions: governance objectives,governance mechanisms and stakeholders;governance objectives are divided into data management system and data value system,governance mechanisms include structural,procedural and relational mechanisms,and stakeholders are divided into data suppliers,data managers and data consumers.(3)The WSR framework was used to analyze the ideas and solutions for user behavior data governance in University A library.It is found that its governance objectives include data quality,data security,metadata and data insight,and the main stakeholders include the library council,relevant librarians,software service providers and the university-level information center,and the relevant data strategy,organizational structure,personnel roles,processes and procedures are designed,and finally the data governance platform tool is developed based on the above analysis.(4)The countermeasures and suggestions for the application of the WSR framework are proposed: clarifying the multiple objectives of data governance,including the basis for setting multiple objectives and vision expansion;establishing a sound data governance mechanism,including job setting and organizational construction,standardized governance processes and procedures,and sound relationship mechanisms;and promoting collaborative governance of multiple subjects in the data governance life cycle.The innovation and significance of this study are:(1)Constructing a new framework for user behavior data governance in university libraries under the perspective of WSR,which expands a new field of librarianship theory application and enriches the theory of intelligent library research.(2)Taking University Library A as an example,we analyze the ideas and methods of its user behavior data governance with the framework,and design a governance platform based on Streamlit to provide a path to achieve accurate user services and provide reference for peers to carry out data governance.
